'Negotiations, Rather Than Guns' Will End Russia-Ukraine War, Says China's Special Envoy: 'Relatively Big Gap In Their Understanding Of Peace Talks

In a recent development, China’s special envoy for Eurasian affairs, Li Hui, has articulated a potential path to peace for the ongoing Russia-Ukraine conflict, emphasizing the role of negotiations.

What Happened: Both Russia and Ukraine foresee an end to their ongoing conflict via peace talks, as stated by Li on Friday, according to Reuters.

“All sides insist on their own positions and there is a relatively big gap in their understanding of peace talks… but all agree that negotiations, rather than guns, will ultimately end this war,” Li said.

Li has been actively engaging in shuttle diplomacy, visiting Moscow, Kyiv, and several European capitals. He expressed concern about the increasing risk of escalation in the war and noted the challenges in achieving a ceasefire.

The envoy highlighted that while Russian forces have made slow advances, controlling a portion of Ukraine, a Ukrainian counteroffensive last year saw limited success. Li praised China’s diplomatic efforts, which were acknowledged by Russia and deemed significant by Ukraine.

Li proposed an international peace conference, with Switzerland planning to host such an event this year. However, Russia has indicated that any conference without its participation would be futile. Li emphasized China’s neutral stance and its desire for a successful meeting, aiming to contribute “Chinese wisdom” to the peace process.

China, which formed a “no limits” partnership with Russia before the conflict and has abstained from condemning the invasion, is seen by some Ukrainian officials as a necessary participant in peace talks. Li stated China’s readiness to embrace any measures that would lead to de-escalation and negotiations.

Why It Matters: The envoy’s comments come amidst a backdrop of escalating tensions, as evidenced by recent Russian missile strikes that caused significant power outages in Ukrainian cities like Kharkiv.
