Community banks play an important role in many small communities, acting as a source of capital for small, local businesses. In the early days of the pandemic, community banks provided a lot of much-needed aid during the initial rollout of the Payment Protection Program. During this time, community banks <a href="https://www.barrons.com/articles/smaller-banks-doled-out-bulk-of-ppp-loans-fed-data-show-51588677303" target="_blank">provided a vast majority</a> of PPP loans to small businesses.&nbsp;
However, even though community banks provided a great deal of aid, many were uncertain as to whether community banks would survive the pandemic.&nbsp;
According to Tim Melvin, author of the Community Bank Investor Newsletter and Banking On Profit, the number of loans in deferral and forbearance programs in the early days of COVID-19 was enough to have crashed the banking system.&nbsp;
&ldquo;Had the Fed and Congress not acted as quickly as they did early in the pandemic, we would have seen a disaster in the banking system on the scale of the 1930s,&rdquo; Melvin told Benzinga.
However, early action from the Fed and Congress seems to have been a saving grace for the sector.
&ldquo;As we move into 2021, community banks have plenty of capital, credit conditions are better than we could have hoped, and the future looks pretty bright,&rdquo; Melvin said.

Eagle Financial Services Inc. (Pink: <a class="ticker" href="https://www.benzinga.com/stock/efsi#PINK">EFSI</a>) announced this week that its subsidiary Bank of Clarke County is leading a partnership of community banks in Banking on Diversity, a new initiative designed to increase financing opportunities for minority-owned businesses in Virginia, West Virginia and Maryland.
What Happened: The banks have collectively committed up to $1 million in interest-free loans aimed at minority-owned small businesses in their respective markets. The initiative will consist of two programs, one for startups and one for existing businesses.&nbsp;
Qualified businesses must have Minority Business Enterprise certification and annual revenues that do not exceed either $1 million for a business or $500,000 for a farm.
The annual individual loan amounts available are up to $50,000 for existing business and up to $10,000 for new business.
Existing businesses must be operational for more than two years to qualify and new businesses must have been in existence for at least three months. The program is also expected to include educational seminars for the business owners.
Who&#39;s Eligible: The initiative defines minority-owned businesses as one that is either 51% owned and operated by one or more minority individuals who are United States citizens or legal resident aliens or that has 51% equity ownership in a corporation, partnership or LLC or other entity that is primarily minority-owned.
Bank of Clarke County is joined in the initiative by BCT-Bank of Charles Town, a subsidiary of Potomac Bancshares Inc. (Pink: <a class="ticker" href="https://www.benzinga.com/stock/ptbs#PINK">PTBS</a>); The Fauquier Bank, a subsidiary of Fauquier Bankshares Inc. (NASDAQ: <a class="ticker" href="https://www.benzinga.com/stock/fbss#NASDAQ">FBSS</a>); and First Bank, a subsidiary of First National Corp. of Virginia (NASDAQ: <a class="ticker" href="https://www.benzinga.com/stock/fxnc#NASDAQ">FXNC</a>).
The combined banks cover suburban Northern Virginia, the Northern Shenandoah Valley of Virginia, the Eastern Panhandle of West Virginia and Maryland&#39;s Washington County.

Eagle Financial Services Inc (OTC:<a class="ticker" href="/stock/EFSI#OTC">EFSI</a>) was trading flat from the previous closing price. A Form 4 filing filed with the SEC on Monday, June 15 showed that Gilpin Thomas T sold 2,000 shares at an average price of $27.45. The transaction moved the executive&#39;s stake in Eagle Financial Services Inc. to 15,103 shares.
<h2>Why Insider Transactions Are Important?</h2>
Insider transactions shouldn&#39;t be used primarily to make an investing decision, however an insider transaction can be an important factor in the investing decision. Insiders buying stock after a notable sell off can indicate an insider&#39;s long-term belief in the success of the company; insiders buying stock at new highs can be an indication the exec doesn&#39;t feel the stock is overvalued. Insiders who sell stock at new lows could be anticipating some capitulation moment. If the insider sells at new highs, it could point to the intention to &quot;take some profit&quot; and &quot;lock in a gain. &quot;
<h2>Transaction Codes To Focus On</h2>
Wall Street tends to focus on insider transactions which take place in the open market, viewed inside a Form 4 filing via codes P for purchase and S for sale. if the transaction was an open-market transaction, that means that the insider made a concious decision for the company&#39;s stock moving forward. Transaction codes besides P or S aren&#39;t relatively important as they are seldom tied to a decision by the executive. For example, transaction code A is indicative of an insider being forced to sell shares to attaincompensation. Moreover, transaction code C indicates the conversion of an option.
