Xi's visit to Russia comes as Beijing, last month, offered a 12-point proposal to end the Ukraine war, suggesting a ceasefire between Ukraine and Russia and a gradual de-escalation of the situation that will pave the way to end the war.

China's effort to stop Putin's war in Ukraine has been met with skepticism in the West, given Xi's diplomatic support for Putin.

Earlier, when top Chinese diplomat Wang Yi visited Moscow, Putin had told him that he was waiting to meet his “friend” President Xi.

Xi's visit to Moscow is part of China's effort to play a more active role in bringing the year-old war to an end and to push Putin for multiparty peace talks. The summit will allow China to reiterate its calls for nuclear weapons not to be used.

Although Xi has not openly expressed condemnation towards the Kremlin's actions or participated in the sanctions imposed by the West, it has advised for “restraint” and emphasized that conflicts ought to be resolved through peaceful methods.
