Virgin Islands' New Draft Rules For Cannabis Legalization: Sacramental Cannabis Use?

The Office of Cannabis Regulations in the U.S. Virgin Islands has unveiled new draft rules, inviting public input until October 10.

The draft rules also detail qualifying conditions for medical cannabis patients and permit sacramental cannabis use for authorized religious members, with ongoing revisions expected.

After Governor Albert Bryan Jr.'s January approval of cannabis legalization, the Cannabis Advisory Board faces challenges, including a lack of quorum and the need for legal amendments.

Draft Rules

The draft rules outline qualifying conditions for medical cannabis patients, including:

  • Cancer
  • Glaucoma
  • HIV/AIDS
  • Hepatitis C
  • ALS (Amyotrophic lateral sclerosis)
  • Crohn’s disease
  • Parkinson’s disease
  • Post-Traumatic Stress Disorder (PTSD)
  • Multiple sclerosis
  • Severe nausea
  • Autism
  • And any condition for which a practitioner would prescribe an opiate for pain, and “any other conditions” that a medical practitioner certifies in writing where the potential benefits of medicinal use of cannabis “would likely outweigh the health risks for the Qualified Patient,” as reported per local media.
