The Breakthrough Devices Program is a voluntary initiative by the FDA to accelerate the development, assessment, and review of medical devices that treat or diagnose life-threatening or debilitating conditions. What Happened: Harris continues to see leads in<a href="https://www.benzinga.com/topic/election-poll"> head-to-head polls</a> against the former president and posts her largest lead in a national poll, which comes after the Sept. 10 presidential debate.
Polls pointed to Harris being<a href="https://www.benzinga.com/general/politics/24/09/40824831/harris-vs-trump-swing-state-voters-pick-presidential-debate-winner-share-thoughts-on-immigration"> crowned the winner</a> of the first presidential debate between the vice president and former president. Trump has <a href="https://www.benzinga.com/general/politics/24/09/40843816/trump-declines-harris-debate-challenge-there-will-be-no-third-debate">declined doing more debates </a>ahead of the election and said he won the first meeting between the two candidates.
A new Morning Consult poll of likely voters show Harris' lead growing after the presidential debate.
The new <a href="https://pro.morningconsult.com/trackers/2024-presidential-election-polling">poll </a>shows the following results from voters, with the results from the<a href="https://www.benzinga.com/general/politics/24/09/40805945/harris-vs-trump-vice-president-holds-3-point-lead-ahead-of-presidential-debate-but-swing-states-"> Sept. 10 poll</a> in parentheses:

The poll found that 94% of Democrats backed Harris as their top pick, in line with last week's poll. The poll also found that 91% of Republicans backed Trump as their top pick, which was in line with last week's poll.
Independent voters selected the following as their head-to-head preference, with the results from the Sept. 10 poll in parentheses:

The vice president also has the edge in the 18-34 aged voters demographic, leading 56% to 41%. The 15-point lead is significantly higher than Harris' 10-point lead last week (53% to 43%) and her five-point lead (50% to 45%) two weeks ago.

Why It's Important: The most recent Morning Consult polls have shifted to include only the results of likely voters and not all registered voters. This could provide one of the better illustrations of what could happen in November.
If the results are indicative of what could happen, it could be bad news for Trump.
Harris now has her largest lead over the former president since she became the Democratic Party nominee. Harris also has her best figures to date among Democrats, voters who picked Joe Biden in the 2020 election, liberals, women, 18-34 aged voters and millennials. Her dominance across multiple key voter demographics could point to growing optimism that she can defeat Trump in the 2024 election.
Harris' 51% support is a record high for a Democratic candidate in the 2024 election since Morning Consult began tracking the race.
The latest poll shows Harris with a favorable rating of 53%, up from 50% in last week's poll. This marks the largest rating for Harris in the 2024 election cycle. For comparison, Trump has a 44% favorable rating. While Trump's unfavorable rating has often been higher than his favorable rating, his figures have been improving in recent weeks.
With less than two months to go in the 2024 election, the race remains close and the six-point and growing lead could be a sign of a potential shift in how close the race is. But it's important to remember that polls are not entirely perfect.
Biden had an eight-point lead over Trump two months before the 2020 election and ended up winning the popular vote by four points.
While Harris leads in several key demographics such as independents and young voters, the 2024 election will likely come down to swing states.
Morning Consult recently released the results of likely voters<a href="https://www.benzinga.com/topic/swing-states" target="_blank" rel="noreferrer noopener">&nbsp;in swing states&nbsp;</a>and several other states expected to be close. Trump In Trouble: Vice President Harris Has Record 6-Point Lead In 2024 Election Poll After Debate, Posts Highest Rankings In Key Demographics

Steve Cohen, a billionaire hedge fund founder, has <a href="https://www.benzinga.com/markets/cannabis/23/10/35042757/steve-cohen-keeps-betting-on-biopharma-with-purchase-of-119m-bionomics-shares">hung up his spurs </a>as a trader after four decades.
Cohen, 68, will still remain its co-chief investment officer at Point 72 Asset Management with Harry Schwefel, but he has backed away from investing clients&#8217; capital to focus on firm growth, mentoring and talent development, Bloomberg <a href="https://www.bloomberg.com/news/articles/2024-09-17/steve-cohen-stops-trading-for-point72-marking-the-end-of-an-era?srnd=homepage-americas&amp;sref=TBDibEcD">reported</a>.
Cohen founded Stamford, Connecticut-based Point72 in 2014 after his prior company, S.A.C. Capital Advisors, pled guilty to insider trading.
"There's huge value in having Steve as an impactful mentor for our investment professionals," Point72 spokesperson&nbsp;Tiffany Galvin-Cohen&nbsp;said in an emailed statement. "He's been doing this for 40 years, and he's seen a lot. That's what gives him the most satisfaction these days — helping people succeed and seeing it make a difference — and where he feels he can add the most value."

His firm has raised almost $12.8 billion since 2020 and managed a record $35.2 billion as of July 1. Point72 gained about 10% this year through August and is considering returning profits to clients in 2025.
S.A.C. Capital Advisors paid a record $1.8 billion fine to settle a seven-year federal insider-trading probe after pleading guilty in 2013 to making hundreds of millions of dollars in illegal profits and allowing insider trading.
After the firm's guilty plea, Cohen changed its name to Point72, returned client capital and traded using his own fortune. By early 2018, he was back to managing money for outside investors.
Cohen, who also owns the New York Mets, has a net worth of $14.7 billion, putting him among the 100 richest people in the world, according to the&nbsp;Bloomberg Billionaires Index.

Martin Condon, a prominent cannabis campaigner from Cork, Ireland, has been convicted of multiple counts of <a href="https://www.benzinga.com/markets/cannabis/24/09/40899811/aurora-auto-flowering-research-set-to-transform-cannabis-cultivation-in-high-latitude-regions">cultivating cannabis. </a>
<a href="https://www.irishexaminer.com/news/courtandcrime/arid-41477905.html">According</a> to the Irish Examiner, Condon faced the Cork District Court after openly planting cannabis plants across various locations in Cork City, including outside City Hall and Mayfield Garda Station.

<h3 class="wp-block-heading">Public Activism Meets Legal Consequences</h3>
Condon, who frequently documented his activism on social media under the banner "Martin's World," used these videos as a form of protest against the restrictive cannabis laws in Ireland. 
His court case included several of these videos, which showed him planting cannabis in broad daylight while explaining his motivations. While watching one of the videos, Judge John King remarked, "It is laughable really that this is a crime."
Throughout his trial, Condon, dressed in a vibrant tracksuit adorned with cannabis leaves, defended his actions as a form of civil disobedience. 
In court, he explained: &#8220;Basically, all of the evidence is of me holding a civil disobedience protest. I felt frustrated, I suppose, with the dead ends met when trying to <a href="https://www.benzinga.com/markets/cannabis/23/11/35616272/medical-marijuana-clinic-in-ireland-now-open-for-patients-eligible-for-treatment">obtain cannabis as a patient.</a>&#8221; He suffers from worsening epilepsy and argued that his actions were intended to initiate a national conversation about cannabis access for patients.
<h3 class="wp-block-heading">Defense And Prosecution</h3>
Condon's defense team, led by solicitor Aoife Buttimer, framed his actions as a deliberate attempt to challenge what they consider unjust laws. 
"There was nothing sophisticated about the offending. He didn't try to conceal it. He refers to it as civil disobedience protest," Buttimer argued. 
Despite this defense, the court proceedings were rigorous. Inspector Clodagh O'Sullivan presented evidence of the video recordings, while Condon's defense highlighted that the plants he used were non-intoxicating hemp varieties.
"The cannabis plants I planted were all of the genus cannabis, but they were all hemp that would have got nobody high. They would have intoxicated no person," Condon said. &#8220;The risk to the public from these plants was next to non-existent. I was the only person at risk by my actions."

<h3 class="wp-block-heading">Verdict And Sentencing</h3>
Judge King ultimately convicted Condon on five of the six counts of cannabis cultivation. One count was dismissed due to the plant in question not being planted. 
The sentencing has been adjourned until November 25, with a probation report to be prepared on Condon. Judge King queried whether Condon's activism had ceased, to which Condon responded that his worsening epilepsy had impeded his ability to continue his protest activities, which took place between April and September 2021.

Is Mayor Adams' Crackdown On Illegal Cannabis Working? NYC Council Weighs In After 1,000+ Store Closures

Whether the Federal Reserve will implement a 25-basis-point reduction or a 50-basis-point cut, is top of mind <a href="https://www.benzinga.com/economics/macro-economic-events/24/09/40908202/10-etfs-investors-secretly-bought-before-the-feds-make-or-break-interest-rate-cal">ahead of Wednesday&#8217;s meeting</a>.
But there&#8217;s an "even bigger question" to answer, Thomas Hayes of Great Hill Capital tells Benzinga.
What will Japan's central bank decide at its meeting on Friday? Recall how Japan's <a href="https://www.benzinga.com/markets/asia/24/09/40692633/japanese-yen-rallies-on-bank-of-japans-rate-hike-pledge-us-manufacturing-activity-contraction">rate hikes created volatility</a>, particularly in tech stocks.
&#8220;Fed should have cut [rates] in August,&#8221; Hayes says. Instead, Japan&#8217;s central bank hiked and the Fed didn't. As a result, &#8220;it created a liquidity mismatch that caused an abrupt selloff&#8221; in <a href="https://www.benzinga.com/topic/magnificent-seven">the Magnificent Seven stocks</a>.

If the Bank of Japan (BoJ) meets Friday and hikes again while the Fed only cuts 25 basis points, more turbulence could arise, Hayes predicts. Things should be alright if the Fed cuts 50 basis points and the BoJ hikes 25 basis points, he says. Likewise, if the BoJ keeps rates unchanged and the Fed cuts 25 basis points. The Fed's Decision: Of the last three 50 basis-point cuts, March 2020 &#8220;worked great,&#8221; Hayes recalls. The cuts from September 2007 and January 2001 each has a &#8220;bad outcome.&#8221;
Fed Fund Futures suggest a 65% chance of a 50 basis-points cut, though Hayes isn't sure. 
A cut that size could suggest the Fed is falling behind. It might also give the appearance of political motivation, which the Fed will most likely try to avoid. With the effective federal funds rate (EFFR) at 5.33%, more than 230 basis points above inflation, Hayes believes monetary policy is already too restrictive.
Hayes expects the Fed will go with a 25 basis points cut paired with dovish commentary, suggesting further cuts in November and December. While the market is pricing in 100-125 basis points of cuts by year-end, Hayes is in the 75-100 basis points of reductions camp.
Hayes also points to stronger-than-expected growth, with Q3 GDPNow estimates at 2.5% and 15% earnings per share (EPS) growth forecast for 2024. "Hard to have a recession with GDP growing over 2%," Hayes said.&nbsp;
Hayes is not repositioning ahead of the rate cuts. However, other major funds made significant moves in the second quarter ahead of the rate-cut cycle. According to <a href="https://hedgefollow.com/Largest-Hedge-Fund-Buys.php">HedgeFollow</a>:

As Fed Gears Up For Cuts, One Hedge Funder Is Focused On A Bigger Catalyst: Japan's Central Bank

Intuitive Machines, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LUNR#NASDAQ">LUNR</a>) shares are blasting higher in extended trading Tuesday after the company announced it was awarded a NASA contract for communication and navigation services in the near space region, which extends from <a href="https://www.benzinga.com/pressreleases/24/09/g40909157/nasa-awards-intuitive-machines-near-space-network-contract-with-a-maximum-potential-value-of-4-82-">Earth&#8217;s surface to beyond the Moon.</a>
The Details: The contract is a new firm-fixed-price, multiple award, indefinite-delivery/indefinite-quantity (IDIQ) task order contract with a base period of five years and an additional five-year option period, with a maximum potential value of $4.82 billion. 
The incrementally funded base ordering period begins Oct. 1, 2024 and goes through Sept. 30, 2029, with the option period potentially extending the contract through Sept. 30, 2034.
Intuitive Machines highlighted the debut of its lunar satellite constellation in connection with the contract.&nbsp; The company said the satellite constellation will deploy lunar relay satellites and provide communication and navigation services that play an essential role in NASA&#8217;s Artemis campaign to establish a long-term presence on the Moon.

Technology giant Microsoft Corporation (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MSFT#NASDAQ">MSFT</a>) is teaming up with investment company BlackRock and several other partners on a new $30 billion investment fund to target the growing <a href="https://www.benzinga.com/topic/artificial-intelligence">artificial intelligence sector.</a>
What Happened: The new investment, which adds to Microsoft's <a href="https://www.benzinga.com/analyst-ratings/analyst-color/23/01/30527688/microsoft-ramps-efforts-to-build-ai-supercomputer-with-chatgpt-ahead-of-q2-earnings">growing bets on the AI space</a>, includes the participation of BlackRock, Global Infrastructure Partners and MGX.
The investment fund, called Global AI Infrastructure Investment Partnership (GAIIP), will invest in data centers and supporting power infrastructure. The fund will make investments "in new and expanded data centers to meet growing demand for computing power."
The fund partners <a href="https://www.businesswire.com/news/home/20240917764857/en/BlackRock-Global-Infrastructure-Partners-Microsoft-and-MGX-Launch-New-AI-Partnership-to-Invest-in-Data-Centers-and-Supporting-Power-Infrastructure">said </a>the investments will help the U.S. fuel "AI innovation and economic growth."
Investments will also be made in U.S. partner countries.
The announcement said NVIDIA Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NVDA#NASDAQ">NVDA</a>) will support the newly formed GAIIP by offering "its expertise in AI data centers and AI factories to benefit the AI ecosystem."
"NVIDIA will use its expertise as a full stack computing platform to support GAIIP and its portfolio companies on the design and integration of AI factories to propel industry innovation," Nvidia CEO Jensen Huang said.
While the fund initially seeks to invest $30 billion from investors, asset owners and corporations, the total investment could hit $100 billion when debt financing is included.
"Mobilizing private capital to build AI infrastructure like data centers and power will unlock a multi-trillion-dollar long-term investment opportunity," BlackRock CEO Larry Fink said. "Data centers are the bedrock of the digital economy."
Microsoft CEO Satya Nadella said the investment shows the company's commitment to advancing AI.
"The Global AI Infrastructure Investment Partnership will help us deliver on this vision, as we bring together financial and industry leaders to build the infrastructure of the future and power it in a sustainable way," Nadella said.
