Riverside and Los Angeles Counties benefitting from seamless and efficient permitting management

Tyler Technologies, Inc. TYL announced the successful go lives of Tyler's EnerGov civic services solution for Riverside and Los Angeles counties in California, following complex, multi-year implementations. Both counties are now using EnerGov to manage the permitting process for a combined 2,600 users within numerous county departments.

Riverside County is the tenth most populous county in the U.S. Its Transportation & Land Management Agency (TLMA) serves as the umbrella agency for the Building & Safety, Code Enforcement, Planning, and Transportation departments. Together, with the Riverside County Fire Department, they worked to find an enterprise solution for their land management needs. Riverside County was faced with legacy systems that were close to expiring and a myriad of individual manual tracking systems, so the TLMA set out to find a comprehensive solution, ultimately selecting Tyler's EnerGov solution to manage permitting and land management for its large spectrum of users.

Following the conversion of five large and complex legacy databases, EnerGov now manages 340 business processes and helps the county meet the increasing permitting and service needs for the more than 2.4 million people that live in unincorporated Riverside County.

"By implementing Tyler's EnerGov solution, we have linked five legacy systems to improve information sharing, which enhances our customer service capability," said Juan C. Perez, assistant CEO/TLMA director. "The ability EnerGov gives us to share and report on information captured in the system allows us to continually improve our business processes. With the upcoming rollout of the EnerGov online portal, we are excited to introduce this additional functionality to our public as a means to add convenience and transparency to our business transactions."

Los Angeles County, the most populous county in the U.S. with more than 10 million people, lies 60 miles west of Riverside County and has similar permitting needs. The Los Angeles County Department of Regional Planning completed a study several years ago identifying a range of operational and system upgrades to improve the effectiveness and efficiency of the county's land management permitting processes. The resulting initiative, called EPIC-LA, seeks to improve the county's land management permitting processes, with an emphasis on improving services to the public.

The Los Angeles County Department of Regional Planning selected EnerGov for permitting management, as did LA County's Parks & Recreation and Public Works departments. Between these, EnerGov has a significant user base and enables seamless online customer service through a customer-centric online portal. In addition, the Department of Public Works uses mobile-enabled apps and electronic plan review to manage permitting processes entirely online.

"Riverside and Los Angeles counties represent a major footprint for Tyler, and we're dedicated to providing California with innovative permit management solutions," said Rusty Smith, general manager of Tyler's EnerGov solution. "The addition of EnerGov not only streamlines processes for the counties' users, but also helps their staff serve millions of constituents through accessible, online services."

Tyler also provides its Eagle records management and Socrata® data and insights solutions to Riverside County, and Los Angeles County is also using Tyler's Odyssey® court case management and Socrata data and insights solutions.
