. Trump explained his position during Tuesday's presidential debate when asked to do so by the debate's moderators, Trump clarified his position that internet access should be limited or shut off in areas such as Syria where the Islamic State (ISIS) controls large amounts of territory. ABC News
during Tuesday's debate "I'm talking about parts of Syria, parts of Iraq. Where ISIS is." Trump added, "I would certainly be open to closing areas where we are at war with somebody" and hopes to work with "Silicon Valley" to shut off ISIS's recruiting methods. Breitbart

that as President, Trump can "have the FCC exercise its regulatory authority over telecommunications infrastructure and arrange to make announcements for the IP address owned by Islamic State." "With the regulatory authority to do so, a Trump administration could knock out most of Islamic State's internet capability in a matter of days," the Breitbart report added. However, not everyone is convinced.

Trump's argument may be flawed and confusing: "it is unclear the ‘areas' of the internet at which ‘we are at war with somebody,' how one could shut down ‘areas' of the internet, or even what an ‘area' of the internet is.
