Galena Biopharma, Inc. GALE - up 5% - reports Q4 EPS of $(0.46), revenue of $1.32M. Raises FY Abstral sales outlook from $8-12M to $11-15M.

Moving lower:

Oxygen Biotherapeutics OXBT - down 5% - announced a proposed offering of common shares.
Emerald Oil - EOX - down 6.7% - Announces private offering of $125 million of convertible senior notes due 2019.
Towerstream Corporation TWER - down 4.2% - reports Q4 EPS of $(0.10) versus the estimated $(0.10), inline. Revenue came in at $8.52M versus the estimated $8.58M. Sees Q1 shared wireless sales $650-750k, fixed wireless sales $7.8-8M.
Choice Hotels CHH - down 2.5% - announced an offering of 3M shares by selling shareholders.
