The September U.S. Dollar Index is trading at 95.86, down 0.15. The U.S. Dollar Index is trading very choppy and lower on the session after showing gains early on. The Institute for Supply Management's (ISM) August manufacturing PMI (purchasing managers surveys) fell to 49.4 versus 52.6 in July. The U.S. Census Bureau reported that construction spending was flat in July versus a 0.9 percent decline in June.
