Performant Financial Corporation (NASDAQ: PFMT) shares declined 29.10% to reach a new 52-week low of $4.16 after the company announced the proposed public offerings of convertible senior notes and common stock. The company also announced its plans to acquire Premier Healthcare Exchange for $130 million.
