Schumer Pushes Marijuana Banking Bill With Criminal Justice Reforms; NH, TN, & Nebraska Updates

Schumer Stresses 'Critical' Criminal Justice Amendments In Marijuana Banking Bill

Senate Majority Leader Chuck Schumer (D-NY) reiterated the crucial significance of incorporating criminal justice reform measures, including expungements, into a bipartisan marijuana banking bill. During a speech on recent legislative achievements, Schumer highlighted the reintroduction of the Secure and Fair Enforcement (SAFE) Banking Act, which aims to provide cannabis businesses with access to essential banking infrastructure. He also emphasized that the recent hearing held by the Senate Banking Committee on this legislation was a step forward, expressing his commitment to including vital criminal justice provisions in the SAFE Banking Act, reported Marijuana Moment.

New Hampshire Senate Rejects House-Backed Legalization Bill As Study Commission Explores Cannabis Models

The lawmakers rejected th bill seeking to legalize adult-use cannabis, despite widespread support among residents, as evidenced by statewide polling. The Senate voted against House Bill 639, which aimed to legalize the possession of up to four ounces of marijuana and establish regulations for licensed retail sales, per NORML.

However, there may still be hope for legalization, as the Senate approved the formation of a study commission to explore various models for adult-use marijuana legalization. This development aligns with Gov. Chris Sununu's recent indication that he would be open to signing legislation allowing the sale of cannabis products in state-run retail outlets, following regulations similar to those governing alcohol. The commission will consist of representatives from the Senate, House, law enforcement, cannabis industry, medical professionals, and community organizations, with a comprehensive report expected by December 2023. The bill will now proceed to the House for further consideration.

Nebraska Activists Revive Efforts for Medical Marijuana Legalization

Nebraskans for Medical Marijuana (NMM) is taking steps to put medical marijuana legalization on the 2024 ballot, submitting petitions after previous setbacks. Despite stalled legislative efforts, NMM sees the ballot initiative as their way forward. The submitted petitions will undergo a legal review process with the secretary of state.

“Today @NebraskaMJ is launching our ballot initiative to put the issue of medical cannabis legalization to the voters in 2024. We can’t stop and won’t stop until Nebraskans who are sick and suffering have access to this plant-based medicine,” tweeted Sen. Anna Wishart (D).

Tennessee Governor Signs Bill to Regulate Delta-8 THC

Gov. Bill Lee of Tennessee has signed a new bill that aims to regulate delta-8 THC products, including testing and tax requirements, in a similar manner to cannabis products. The bill, introduced by State House Majority Leader William Lamberth and Sen. Richard Briggs, seeks to provide oversight and inspection of hemp-derived cannabinoids like delta-8 and delta-10 THC. The regulations will help ensure that these products are accurately labeled, free from contaminants, and not sold to individuals under 21 years of age. The move has been applauded by industry stakeholders who believe that proper regulations are necessary to protect consumers and elevate the reputation of hemp-derived products. Representative Lamberth emphasized the need for standards and child-resistant packaging. "We're going to hold these products to the same standard you would want to see your packaged food in a grocery store be held to."
