Brazil-focused ETFs face a volatile U.S. session after President Luiz Inácio Lula da Silva defeated Senator Flávio Bolsonaro in Sunday’s presidential runoff, challenging investor expectations of a political shift and more orthodox fiscal policies. The iShares MSCI Brazil ETF (NYSE:EWZ) and Franklin FTSE Brazil ETF (NYSE:FLBR) plunged 27.3% AND 21.6% in premarket trading, Monday. Petrobras (NYSE:PBR), Brazil’s state-controlled oil giant, fell 20%, while MercadoLibre (NASDAQ:MELI), which counts Brazil as its largest market, dropped 11% in pre-market trading, Monday at the time of publishing.
The key question at the 9:30 a.m. ET open is whether selling will continue or an oversold bounce will emerge.
Why Brazil ETFs Are Under Pressure
Investors are reassessing Brazil’s fiscal outlook, public debt and interest-rate trajectory. Government spending plans, the 2027 budget and the administration’s ability to work with Congress could influence market sentiment. A weaker Brazilian real could further compound losses for U.S. investors holding Brazilian equities.
Premarket prices may differ materially from regular-session opening prices because it has thinner liquidity and wider spreads.
EWZ vs. FLBR: What Traders Should Watch
EWZ tracks the MSCI Brazil 25/50 Index, while FLBR follows the FTSE Brazil Capped Index. Both provide exposure to Brazilian financial companies, Petrobras and Vale (NYSE:VALE), but their portfolio weights differ.
EWZ’s deep pre-market decline could create a momentum opportunity, but also raises the potential of a sharp rebound. FLBR’s smaller decline alone does not establish greater resilience.
As the ETF trades near its 52-week low, it may encounter support around the $30 level, which could provide a floor for the price if selling pressure continues, according to Benzinga Pro. Conversely, resistance is likely to be found around the $38 level, where the price has struggled to maintain upward momentum in the past.
Three Technical Setups to Watch
1. Bearish continuation — Short setup
- Entry: Wait for the ETF to trade below its volume-weighted average price (VWAP) and break the first 5–15-minute opening-range low. If it rebounds but fails to reclaim VWAP or the breakdown level, a short can be considered when price turns lower again.
- Confirmation: A candle closes below the breakdown level, preferably with increasing selling volume.
- Invalidation: Price reclaims VWAP and holds above it, or breaks above the rejection swing high.
- Risk: Avoid chasing an extended decline far below VWAP, where a sharp rebound could trigger short covering.
2. Oversold bounce — Long setup
- Entry: Look for the ETF to establish an initial low, close above VWAP on a 5-minute candle and hold above it during a subsequent pullback. Consider a long when price forms a higher low and turns upward.
- Confirmation: Price breaks above the pullback high, ideally with improving buying volume.
- Invalidation: Price falls below the confirmed higher low or loses VWAP and fails to reclaim it.
- Risk: A brief VWAP crossover without follow-through can be a false reversal signal.
3. Relative strength — FLBR vs. EWZ
- Entry: FLBR holds its opening-range low and reclaims VWAP while EWZ remains below VWAP and makes fresh lows.
- Confirmation: FLBR holds above VWAP on a pullback and continues outperforming EWZ.
- Invalidation: FLBR loses VWAP and breaks its intraday low, or EWZ reclaims VWAP and begins outperforming.
- Risk: Differences in portfolio composition and liquidity can cause temporary divergence.
Neither direction is confirmed before regular trading establishes its price structure. In this news-driven selloff, waiting for a clear setup may be preferable to chasing the opening move.
