China aggressively increased its gold acquisitions, driving the global price of the metal to its highest levels ever in April 2024, according to data recently released by <a href="https://www.benzinga.com/topic/gold">the World Gold Council. </a>
China&#8217;s gold reserves now represent 4.6% of its total financial reserves, a substantial increase from 3.2% since October 2022. This strategic accumulation has positioned China as the holder of the sixth-largest gold stockpile worldwide.
Last month, gold prices surged to as high as $2,431 per troy and ounce, pushing year-to-date gains in double digits. Gold prices as tracked by the SPDR Gold Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GLD#NYSE">GLD</a>) outperformed other major asset classes such as major equity indices such as the S&amp;P 500, as gauged by the SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>).

The Chinese market, the largest single gold market globally, strongly believes in gold as a safe and appreciating asset, especially during times of economic instability.
According to the World Gold Council, gold&#8217;s popularity has been significantly bolstered by the demand for items commemorating the auspicious Year of the Dragon, and the ongoing preference for gold jewelry as a method of wealth preservation in the face of weaker currency and stock markets.

Florida Governor <a href="https://www.benzinga.com/topic/ron-desantis">Ron DeSantis</a> may not be on the ballot this November, but he&#8217;s gearing up to play a significant role nonetheless. According to sources cited by the Miami Herald, DeSantis is preparing to raise funds for a &#8220;counter message&#8221; against recreational marijuana and abortion-rights ballot amendments, funneling the money through the Republican Party of Florida for campaigning.
The Florida Supreme Court <a href="https://www.benzinga.com/markets/cannabis/24/04/38034138/florida-supreme-court-approves-cannabis-legalization-proposal-for-november-election-in-blow-to-d">approved both a recreational marijuana</a> and abortion rights amendment in early April, on which Floridians will vote <a href="https://www.benzinga.com/markets/cannabis/24/03/37992749/florida-supreme-court-shelves-cannabis-ballot-proposal-with-no-explanation-or-provisions-as-apri" target="_blank" rel="noreferrer noopener">in the November 2024 election</a>.
<h2 class="wp-block-heading">How DeSantis Will Scuttle Both Amendments</h2>
The Republican Party of Florida delved into the issue during its quarterly meeting in Orlando on Saturday where it voted to oppose the legalization of adult use marijuana, setting the stage to initiate a "vote no&#8221; campaign on both cannabis and abortion.
To that end, noted the outlet, DeSantis committed to leverage his network to raise funds for both of these campaigns, utilizing the party apparatus for distribution.
Evan Power, Republican Party of Florida chair confirmed the party&#8217;s opposition to both amendments, citing alignment with what Floridians want and referencing the Democrats&#8217; focus on abortion in 2022, which resulted in a 20-point victory for Republicans.
"We support killing the [marijuana and abortion] amendments as a party because it's not good policy for the state. When you look at it, it seems like these amendments are out of step with what Floridians want. In 2022, Democrats made abortion their most important issue, and we won by 20 points," Power <a href="https://www.miamiherald.com/news/politics-government/article288239595.html">told</a> the Miami Herald. "It's going to be through the party. The governor will use his financial position to raise money for a counter message for both of those amendments."
DeSantis will also use his personal network to fund contentious races for federal candidates such as Donald Trump and Republican Rep. Laurel Lee, Power added.
One of DeSantis' complaints about the legal cannabis initiative, which was organized by Smart and Safe Florida, has come down to the <a href="https://www.benzinga.com/markets/cannabis/24/03/37588620/gops-desantis-takes-issue-with-cannabis-odor-in-public-places-says-legalization-proposal-should-">stinky smell</a> of weed. He also <a href="https://www.benzinga.com/markets/cannabis/24/04/38102205/desantis-furious-as-legal-weed-abortion-rights-move-toward-november-ballot-calls-amendments-radi">called voter-sponsored ballot initiatives</a> &#8220;radical&#8217; and &#8220;confusing&#8221; for voters.

<h3 class="wp-block-heading">Local Leaders In Queens Are Against Licensed Pot Shops, Here's Why</h3>
Some New York City politicians don't want any new licensed cannabis shops until illegal ones are eradicated, <a href="https://nypost.com/2024/05/05/us-news/queens-civic-leaders-oppose-legal-pot-shops-until-every-local-illicit-one-is-closed/">reported</a> the New York Post.
Sherry Algredo, chairwoman of Queens Community Board 9 reached out to state regulators to address the issue.
"The Board received numerous concerns from residents regarding the proliferation of illegal smoke shops already operating in our district and the negative impact these establishments have had on our community," Algredo wrote in a recent letter to&nbsp;New York's Office of Cannabis Management. "Consequently, the Board will not support any new applications until these illegal operations are shut down."
<h3 class="wp-block-heading">New Jersey Cannabis Dispensary And Sales On Rise In 2024</h3>
Meanwhile, in New Jersey, recreational cannabis revenues topped $201 million in the first quarter of 2024, coming from 130 dispensaries and representing a 38% year-over-year increase, <a href="https://www.courierpostonline.com/story/news/local/south-jersey/2024/05/06/new-jersey-recreational-cannabis-sales-camden-apothecary-township-green/73557194007/">reported</a> CourierPostOnline. However, New Jersey Monitor's Nikita Biryukov highlighted that the state's recreational marijuana sales grew slower during the quarter, as an uptick in sales could be mainly attributed to a substantial <a href="https://newjerseymonitor.com/2024/05/06/growth-of-recreational-cannabis-market-slowed-in-first-quarter-of-2024/">increase in the number of dispensaries.</a>
Data from New Jersey's Cannabis Regulatory Commission suggest this year's 4/20 cannabis holiday saw "historically high" sales." Jeff Brown, the commission's executive director called it "our highest sales day of the year by almost double."
Recreational cannabis sales hit the $4 million mark on April 19, a Friday, and $5.2 million on 4/20. Combined with Sunday sales "the weekend closed out with approximately $12.5 million in recreational and medicinal cannabis sales," the commission said.
"New Jersey is only seeing the beginning of what is possible for cannabis," Brown added. "We anticipate that as even more dispensaries open across the state, new brands are introduced to the market, and cannabis becomes less stigmatized, sales numbers will continue to go up."
<h3 class="wp-block-heading">GOP Gubernatorial Candidate In Indiana Says Cannabis Legalization Is ‘Inevitable'</h3>
A Democratic lawmaker in Indiana said the state lawmakers should reevaluate its stance on marijuana legalization following the recent Drug Enforcement Administration's (DEA) decision to <a href="https://www.benzinga.com/markets/cannabis/24/04/38531432/deas-move-to-reclassify-cannabis-seen-as-significant-but-fails-to-resolve-state-federal-conflict">reclassify cannabis under federal law.</a>
"Now that the Drug Enforcement Administration plans to reclassify marijuana to the Schedule III category of legal but regulated, Indiana should convene discussions to disclose resistance to legalization in our state. I believe it is time for Indiana to follow suit with decriminalization and legalization for adult use,&#8221; state representative Maureen Bauer (D) said, <a href="https://wsbt.com/news/local/indiana-leaders-reassess-marijuana-stance-as-dea-proposes-historic-reclassification">according</a> to WSBT.

Indiana Governor&nbsp;Eric Holcomb's stance on policy reform is clear, given that he previously <a href="https://www.benzinga.com/markets/cannabis/22/10/29322139/biden-reaffirms-his-promise-on-cannabis-during-remarks-on-midterm-election-what-does-this-actual">said no to marijuana pardons.</a>
However, the clear front-runner candidate for Indiana&#8217;s next governor is signaling a policy reform is possible.
"It&#8217;s inevitable. Now it's reaching our own state. It&#8217;s been precipitated now to do something more quickly with what the feds have just decided," Senator Mike Braun (R) said.
For now, he is open to the legalization of medical cannabis.
"I&#8217;m going to look at medical for sure," the front-runner said. "Recreational, I would lean heavily on what our state law enforcement folks think and police in general to make sure we&#8217;re not getting ahead of our skis."

The U.S. Navy has awarded seven companies spots on a potential 10-year, $2.67 billion recompete contract to provide <a href="https://www.defense.gov/News/Contracts/Contract/Article/3765102/">wireless mobility devices and related services</a> for military personnel and federal civilian employees stationed within the country and U.S. territories.&nbsp;

It is important for investors to look ahead and not in the rearview mirror.
Consider continuing to hold good, very long term, existing positions. Based on individual risk preference, consider a protection band consisting of cash or Treasury bills or short-term tactical trades as well as short to medium term hedges and short term hedges. This is a good way to protect yourself and participate in the upside at the same time.
You can determine your protection bands by adding cash to hedges.&nbsp;The high band of the protection is appropriate for those who are older or conservative. ATLANTA, May 6, 2024 /PRNewswire/ -- Norfolk Southern Corporation (NYSE:&nbsp;NSC) Monday shared statements from the U.S. Department of Transportation (DOT) and the Surface Transportation Board (STB) expressing support for Norfolk Southern's leadership and strategy in driving improvements across safety, performance, and service.[1]
In a May 3rd <a href="https://c212.net/c/link/?t=0&amp;l=en&amp;o=4158489-1&amp;h=1387860338&amp;u=https%3A%2F%2Fwww.stb.gov%2Fwp-content%2Fuploads%2FDOTResponse_AlanShaw_May-2024.pdf&amp;a=letter">letter</a>&nbsp;from the DOT to President and Chief Executive Officer Alan Shaw, Allison Dane Camden, Principal Deputy Assistant Secretary for Multimodal Freight Infrastructure and Policy,&nbsp;stated: "Norfolk Southern's progress toward meeting key safety performance indicators is encouraging and demonstrates your leadership and the commitment of all of NS's hard-working employees. We recognize the progress NS has made to-date towards attaining your own safety goals, as well as the goals we set for all Class I railroads..."
The DOT letter additionally acknowledged Norfolk Southern's progress to enhance reliable service for its customers: "DOT is encouraged by Norfolk Southern's efforts to improve the timeliness and fluidity of its network, particularly for time-sensitive goods.&nbsp;Your efforts align with the goals of the National Multimodal Freight Policy, including improving the reliability of freight transportation and reducing the adverse environmental impacts of freight movement."
Similarly, Martin Oberman, STB Chairman, decried Ancora's "viciously" waged attack on Norfolk Southern in a <a href="https://c212.net/c/link/?t=0&amp;l=en&amp;o=4158489-1&amp;h=1208056499&amp;u=https%3A%2F%2Fwww.stb.gov%2Fwp-content%2Fuploads%2F5.1.24-Oberman-NARS-Speech-Final.pdf&amp;a=speech">speech</a>&nbsp;at the North American Rail Shippers 2024 Annual Meeting&nbsp;on May 1st. In his remarks, Oberman stated: "it is my responsibility to call out serious threats to the national rail network, and everything about Ancora's campaign should cause serious concerns to all rail stakeholders."
Further highlights of Oberman's speech include:

<li>"I have read almost everything Ancora has said about its plans for NS. I find almost nothing in their plans about how they will obtain better service or actually grow their number of carloads."</li>
<li>"The STB's oversight…has been to require the railroads to report on their progress in rebuilding their workforces and their service recovery plans. And no one has made more progress in building a resilient railroad than NS, so that it will be able to handle the growth in traffic as the economy returns, which is inevitable in the foreseeable future..."</li>
<li>"To me, the best predictor of what a person will do in the future is what he has done in the past. So I think the fear of an Ancora takeover of the entire or even a majority of the NS board and the installation of Mr. Boychuk to take NS down to its studs is real. At a minimum, based on actual history with Mr. Boychuk's approach, we at the STB and the industry at large would be foolish to assume there's nothing to worry about."</li>
<li>"[Ancora's plan] would leave the railroad with just over 13,000 employees, a level below its worst service performance in recent years. A level which would likely be catastrophic for our economy and all the stakeholders—including other railroads—who depend on NS."</li>

The clear support from regulators – in addition to an outpouring of support from our customers, unions and other key stakeholders – underscores the fact that Norfolk Southern has dramatically improved network performance, safety, and service. Ancora blatantly ignores these clear gains and wants to install a slate of directors with little to no safety experience, a CEO with no credibility with rail regulators, and a COO with a reputation for extreme cost-cutting measures and safety deterioration. This would unnecessarily risk unwinding the improvements Norfolk Southern has made and sparking further regulatory backlash to the detriment of shareholder value.
