The Biden administration is expected to grant a request by South Korea&rsquo;s Hanwha Qcells to reverse a two-year-old trade exemption that has allowed imports of a dominant solar panel technology from China and other countries to avoid tariffs, two sources familiar with the White House plans said on Wednesday.

The request, which has not previously been reported, comes as Qcells is seeking to protect a pledged $2.5 billion expansion of its U.S. solar manufacturing presence against competition from cheaper Asian-made products.

The solar division of Korean conglomerate Hanwha Corp <a dir="ltr" href="https://workspace.refinitiv.com/web/apps/quotewebapi?RIC=000880.KS" tabindex="-1">000880.KS</a> outlined the request in a formal petition to the U.S. Trade Representative on Feb. 23. It included letters of support from seven other companies with billions of dollars combined invested in U.S. solar factories.

No decision has been made on the timeline of the expected reversal, the sources said.
&nbsp;
Duties on imports of bifacial panels, the main technology in utility-scale solar projects, would be a boon to the more than 40 solar equipment factories planned since U.S. President Joe Biden signed his landmark climate change law, the Inflation Reduction Act, in 2022.
&nbsp;
Those plants are critical to Biden&#39;s plan to fight climate change, revitalize American manufacturing and create millions of union jobs.
&nbsp;
Past trade remedies have sharply divided the U.S. solar industry, which is dominated by installers and developers who rely on cheap imports to keep their project costs low.
&nbsp;
The top U.S. solar trade group, the Solar Energy Industries Association, lobbied for the bifacial exemption. SEIA was not immediately available for comment.
&nbsp;
Biden administration officials, including <a dir="ltr" href="reuters://REALTIME/verb=NewsStory/ric=nL2N3GI2GW" tabindex="-1">Treasury Secretary Janet Yellen</a> and <a dir="ltr" href="reuters://REALTIME/verb=NewsStory/ric=nL2N3GO37W" tabindex="-1">U.S. Trade Representative Katherine Tai</a>, in recent weeks have said the U.S. is evaluating trade remedies to deal with threats posed by China&#39;s massive investment in factory capacity for clean energy goods.

Qcells, which has two factories in Georgia, is the largest U.S. producer of silicon-based solar products.
&nbsp;
In its petition, a copy of which was seen by Reuters, the company asked Biden to revoke an exemption of so-called bifacial panels from duties first imposed by Republican former President Donald Trump in 2018 and extended by Biden, a Democrat, in 2022.
&nbsp;
The tariffs on imported modules started at 30% and currently stand at 14.25%. They are due to expire in 2026.

North Korea has fired what it claims is a military spy satellite, the South's armed forces said Tuesday, hours after Japan confirmed that Pyongyang had warned it of an imminent launch.
North Korea's previous efforts to put a spy satellite into orbit in May and August both failed, and Seoul, Tokyo and Washington had repeatedly warned Pyongyang not to proceed with another launch, which would violate successive rounds of UN resolutions.
Seoul's military "detected at 10:43 pm (1343 GMT) one alleged military surveillance satellite launched from the Tongchang-ri area in North Pyongan province," South Korea's Joint Chiefs of Staff said.
&nbsp;
The rocket and its purported satellite payload "flew to the west of Baengnyeong island", it said, referring to an island near the maritime border between the two Koreas in the Yellow Sea.
The JCS did not give any details on whether the launch appeared to have succeeded or failed.
Japan also confirmed the launch, with Prime Minister Fumio Kishida's office posting on X: "North Korea has launched a suspected ballistic missile".
&nbsp;
Space launch rockets and ballistic missiles have significant technological overlap, experts say, but different payloads, and Pyongyang is barred by UN resolutions from any tests involving ballistic technology.
Tokyo warned residents in the southern region of Okinawa to take shelter, but soon lifted the alert, saying the projectile had "passed into the Pacific".
Kishida said he condemned North Korea's missile launch in the "strongest possible terms".
Seoul has been saying for weeks that Pyongyang was in the final stages of preparation for another spy satellite launch, warning it would take "necessary measures" if it went ahead.

The office of South Korean President Yoon Suk Yeol -- who is in London for a state visit -- hinted earlier Tuesday that it would consider suspending the September 19 military agreement, a key deal aimed at de-escalating tensions on the peninsula, in response.
The launch came earlier than expected, as North Korea had on Tuesday informed Japan that it would launch a satellite between Wednesday and December 1.
"The launch that came hours before its time window notification seems to underscore two things: Pyongyang's confidence in success and intention to maximise surprise factor to the outside world," Choi Gi-il, professor of military studies at Sangji University, told AFP.
The North's May launch failed due to the "abnormal" startup of its second-stage engine, and the August launch due to an error in the "emergency blasting system" during the third-stage flight, according to Pyongyang state media at the time.
Seoul's spy agency this month warned Pyongyang's next launch effort was likely to be more successful than its first two efforts, as the North appeared to have received technical advice from Russia, in return for sending at least 10 shipments of weapons for Moscow's war in Ukraine.

Russian President Vladimir Putin suggested in September after meeting with North Korean leader Kim Jong Un that his nation could help Pyongyang build satellites.
Seoul and Washington have both subsequently claimed Pyongyang has been shipping weapons to Russia, with US Secretary of State Antony Blinken warning this month that military ties between North Korea and Russia were "growing and dangerous".
Successfully putting a spy satellite into orbit would improve North Korea's intelligence-gathering capabilities, particularly over South Korea, and provide crucial data in any military conflict, experts say.
In a commentary carried by&nbsp;the North's official Korean Central News Agency Tuesday, Ri Song Jin, a researcher of the National Aerospace Technology Administration, slammed South Korea's own spy satellite plans, saying they were "extremely dangerous military provocations".
Seoul plans to launch its first spy satellite via a SpaceX rocket later this month, South Korean officials have said.
This shows that the North needs "practical and effective capabilities of space-based reconnaissance and surveillance" as a key way of "exercising the war deterrent more clearly and promoting the strategic security balance in the region", KCNA said.

North Korea has conducted a record number of weapons tests this year.
Seoul, Washington and Tokyo have ramped up their defence cooperation in response, and on Tuesday a US nuclear-powered aircraft carrier, the USS Carl Vinson, arrived at South Korea's Busan Naval Base.

Here are three emerging market ETFs exposed to China, South Korea and Taiwan.&nbsp;



<h2>JPMorgan Active China ETF (JCHI)</h2>

JPMorgan Active China ETF (NYSEARCA:<a href="https://investorplace.com/stock-quotes/jchi-stock-quote/">JCHI</a>) is an actively managed ETF with just $10.13 million in net assets. However, it does have a <a href="https://www.morningstar.com/etfs/arcx/jchi/quote">Bronze rating</a> with Morningstar.com, so don&rsquo;t be scared by its lack of assets.&nbsp;



To get a better on-the-ground view of Chinese companies, it leans on <a href="https://am.jpmorgan.com/us/en/asset-management/adv/products/jpmorgan-active-china-etf-etf-shares-46654q880">research analysts</a> with local knowledge to help the portfolio managers uncover diamonds in the rough that are attractively valued leaders in their industries.&nbsp;



The two portfolio managers, <a href="https://www.theaic.co.uk/aic/news/industry-news/jiang-takes-lead-on-jpmorgan-china-growth-as-wang-moves-to-taipei">Li Tan and Rebecca Jiang</a>, have a combined 31 years in the investment industry. The fund has a reasonably focused portfolio with just 50 holdings. They turn the entire portfolio every five to six years.&nbsp;



The top three sectors by weight are communication services at 19.0%, consumer discretionary at 18.8% and financials at 15.3%. Technology is in the fourth spot at a smallish 14.8% relative to other ETFs.&nbsp;



Many of the names in the top 10 holdings, which account for <a href="https://www.morningstar.com/etfs/arcx/jchi/portfolio">45%</a> of its net assets, are names familiar to North Americans, such as Tencent Holdings (OTCMKTS:<a href="https://investorplace.com/stock-quotes/tcehy-stock-quote/">TCEHY</a>) and Alibaba Group (NYSE:<a href="https://investorplace.com/stock-quotes/baba-stock-quote/">BABA</a>).&nbsp;



<h2>iShares MSCI South Korea ETF (EWY)</h2>

(MSCI) logo"><div>Source: Pavel Kapysh / Shutterstock.com</div></div>The iShares MSCI South Korea ETF (NYSEARCA:<a href="https://investorplace.com/stock-quotes/ewy-stock-quote/">EWY</a>) is the largest South Korean ETF with net assets of <a href="https://www.ishares.com/us/products/239681/ishares-msci-south-korea-capped-etf">$5 billion</a>. It charges 0.59%, which is reasonable for emerging markets ETFs. Since its inception in May 2000, it has gained 221% on a cumulative basis.



The ETF tracks the performance of the MSCI Korea 25/50 Index, a <a href="https://www.ishares.com/us/library/stream-document?stream=reg&amp;product=WEBXKOR&amp;shareClass=NA&amp;documentId=926259%7E926149%7E1696398%7E1180074%7E1242907&amp;iframeUrlOverride=%2Fus%2Fliterature%2Fsummary-prospectus%2Fsp-ishares-msci-south-korea-capped-etf-8-31.pdf">collection</a> of large-cap and mid-cap South Korean stocks. The 25/50 means no single stock can account for more than 25% of the net assets, and the sum of stocks with weights higher than 5% can&rsquo;t exceed 50%.&nbsp;



The average market cap of its holdings is <a href="https://www.morningstar.com/etfs/arcx/ewy/portfolio">$33.65 billion</a>, considerably less than the index&rsquo;s average of $48.68 billion. Mid-caps account for one-third of the net assets, with large caps accounting for the rest.&nbsp;



The top three sectors by weight are technology at 37.02%, industrials at 15.16% and financials at 12.23%. The portfolio has 100 stocks, with the top 10 accounting for <a href="https://www.morningstar.com/etfs/arcx/ewy/portfolio">51%</a>.&nbsp;



The average P/E, P/B, and P/S ratios are 11.3x, 0.98x, and 0.71x.&nbsp;



<h2>Franklin FTSE Taiwan ETF (FLTW)</h2>

TSM stock"><div>Source: William Potter / Shutterstock.com</div></div>Morningstar.com <a href="https://www.morningstar.com/etfs/arcx/fltw/quote">five-star-rated</a> Franklin FTSE Taiwan ETF (NYSEARCA:<a href="https://investorplace.com/stock-quotes/fltw-stock-quote/">FLTW</a>), with <a href="https://www.franklintempleton.com/investments/options/exchange-traded-funds/products/26351/SINGLCLASS/franklin-ftse-taiwan-etf/FLTW">$212 million</a> in net assets might not be the largest one in Taiwan, it has a lot of potential and should be considered.



One thing to like about FLTW is that it charges just 0.19%, 40 basis points less than the iShares MSCI Taiwan ETF (NYSEARCA:<a href="https://investorplace.com/stock-quotes/ewt-stock-quote/">EWT</a>). It&rsquo;s a no-brainer, given they both track the performance of capped 25/50 Taiwan indexes. FLTW has 123 holdings, while EWT has <a href="https://www.ishares.com/us/products/239686/ishares-msci-taiwan-etf">91</a>.&nbsp;



Its holdings&rsquo; weighted average market cap is $135.02 billion, with P/B and P/E ratios of 2.1x and 19.7x, respectively. The top three sectors by weight are technology at 63.43%, financials at 18.03% and materials at 5.09%.&nbsp;



The top 10 holdings account for <a href="https://www.morningstar.com/etfs/arcx/fltw/portfolio">45%</a> of the net assets. Large caps account for 93%, mid-caps at 6% and small caps at 1%. It turns the entire portfolio once every eight years or so.&nbsp;



Over the past five years, it has had an annualized total return of <a href="https://www.morningstar.com/etfs/arcx/fltw/performance">13.33%</a>, <a href="https://www.morningstar.com/etfs/arcx/ewt/performance">20</a> basis points higher than EWT. Fees matter.
