Polish Prime Minister Donald Tusk said on Wednesday he would meet protesting farmers' leaders on Thursday, as demonstrations continued across the country.
Farmers across Europe have been protesting for weeks against constraints placed on them by EU regulations meant to tackle climate change, as well as rising costs and what they say is unfair competition from outside the EU, particularly Ukraine.
"I have convened an agricultural summit in Warsaw for tomorrow ... I will meet with the leaders of all protesting groups," he said during a press conference.
"We have a very important problem. We are the most pro-Ukrainian nation when it comes to aid, but we have the biggest problems in Europe resulting from the war."
He added a current EU proposal to limit the amount of food products arriving from Ukraine to levels from the last two years was "unacceptable" for Poland and it wanted the reference amount to be set at levels from before Russia's invasion of Ukraine in 2022.
He said that he was ready to take tough decisions regarding the border in consultation with Ukraine.
"I do not hide the fact that we are talking to Ukraine about temporarily closing the border," he said.
On Wednesday, thousands of Polish farmers took to the streets of Warsaw.

The fund has $197.1 million in AUM and an expense ratio of .58%. The fund is spread across 32 companies with the top 10 holdings accounting for 66.46% of the fund's value.
EPOL's largest holdings are ORLEN Spolka Akcyjna (WSE: PKN) and PKO Bank Polski S.A. (WSE: PKO) making up 12.33% and 11.74% of the fund, respectively.

Poland's Unimot <a href="https://www.reuters.com/markets/companies/UNTP.WA">(UNTP.WA)</a> has emerged as one of the possible buyers of a 37.5% stake oil major Shell <a href="https://www.reuters.com/markets/companies/SHEL.L">(SHEL.L)</a> owns in Germany's PCK Schwedt refinery, two people familiar with the matter said.
The refinery, which is majority-owned by Russia's Rosneft <a href="https://www.reuters.com/markets/companies/ROSN.MM">(ROSN.MM)</a>, has been a problem for the German government ever since Berlin ended its energy ties with Moscow last year.
As a result, Germany put Rosneft's 54.17% stake under trusteeship, essentially giving the government control over the asset while technically leaving ownership in the Russian group's hands.
That led Shell to <a href="https://www.reuters.com/markets/deals/shell-revives-german-refinery-sale-russian-ownership-cleared-2023-03-21/">revive</a> plans to sell its stake in Germany's fourth-largest refinery, which supplies 90% of Berlin's fuel, earlier this year.
"Unimot is one of the possible buyers of the Shell share, but not the only one," a government source told Reuters.
Unimot last year said it was expanding international trading as it sought to import diesel to Germany amid European Union sanctions on Russian oil and refined products.
Germany is also no longer considering Kazakhstan's KazMunayGas <a href="https://www.reuters.com/markets/companies/KMGZ.KZ">(KMGZ.KZ)</a> and its subsidiary Kaztransoil <a href="https://www.reuters.com/markets/companies/KZTO.KZ">(KZTO.KZ)</a> as possible buyers of the stake as they cannot guarantee the necessary stability for Schwedt, the source added.
Shell, Unimot and Germany's Economy Ministry, which is responsible for the trusteeship of Rosneft's stake in Schwedt, all declined to comment. Rosneft Germany did not immediately reply to a request for comment.

Stellantis&nbsp;Grows Software Development Network with New Hub in Poland
AMSTERDAM, February 15, 2023 &ndash; Stellantis N.V. is growing its software development and engineering network to eight hubs by establishing a new operation in Poland. The Poland software hub will be staffed with up to 300 employees in data analytics and software development and validation, and will be located in Gliwice, near a Stellantis manufacturing plant.
Stellantis is partnering with GlobalLogic Inc., a supplier of digital engineering services, to recruit talent and establish the Poland software hub quickly. The hub&#39;s location leverages expert technical and university-level education facilities in the region while adding software development resources to existing Stellantis technical operations in Europe.
The team in the Poland software hub will primarily focus on base software development, software application development, DevOps and automated validation.

Cainiao Network, the logistics arm of&nbsp;<a href="https://www.scmp.com/topics/alibaba?module=inline&amp;pgtype=article">Alibaba Group Holding</a>, has announced a new partnership with the German courier giant Deutsche Post DHL Group to build the largest network of delivery lockers in Poland, giving the Chinese tech giant a foothold in one of Europe&rsquo;s fastest growing&nbsp;<a href="https://www.scmp.com/topics/ecommerce?module=inline&amp;pgtype=article">e-commerce</a>&nbsp;markets.
Under the agreement signed with DHL eCommerce Solutions, the German firm&rsquo;s division specialising in e-commerce logistics, the two companies will invest 60 million euros (US$64.75 million) to build parcel lockers across Poland and &ldquo;improve the quality and speed of the country&rsquo;s out-of-home delivery&rdquo;, which has already tripled in the last three years, according to an announcement of the deal on Monday.
DHL will also take an undisclosed stake in Cainiao&rsquo;s Polish subsidiary as part of the deal, the companies said. Alibaba owns the South China Morning Post.
&ldquo;Poland is one of the fastest growing e-commerce markets in Europe, expected to double by 2027, and up to 40 per cent of consumers prefer to have shipments delivered to parcel lockers,&rdquo; Pablo Ciano, CEO of DHL eCommerce Solutions, said in a statement. &ldquo;In this way, we can provide our customers with an even greater shipping experience, on top of our existing to-door delivery options.&rdquo;
Poland&rsquo;s e-commerce market is projected to grow 13.7 per cent year on year to 124 billion Polish zloty (US$28.4 billion) this year, up from 109 billion Polish zloty last year, according to a report from Strategy &amp; Polska, a unit of global accounting firm PwC. The report projects the market will reach 187 billion Polish zloty by 2027.
Cainiao and DHL, which already operate a total of 1,200 parcel lockers in Poland, will merge their existing networks so consumers can more quickly benefit from the greater number of access points
Based on DHL&rsquo;s existing network of parcel shops and access points, the companies&rsquo; planned investment will focus on installing modern parcel lockers with user-friendly interfaces at key locations, they said.
Cainiao said its ambition is to &ldquo;build Poland&rsquo;s leading parcel locker network&rdquo; as part of what is already the largest such network operated by DHL in Europe, which currently has more than 90,000 access points.
&ldquo;As we tap into the great potential of Europe&rsquo;s e-commerce market, Cainiao strives to contribute to the growth of a sustainable logistics ecosystem by deepening our cooperation with our local partners,&rdquo; said William Xiong, Cainiao&rsquo;s chief strategy officer and general manager for Europe and Southeast Asia.
In recent years, Cainiao has sought to boost its presence in Europe, where it has set up a regional hub in Liege, Belgium. In 2021, it announced new sorting centres in Spain, France, Germany and Italy. In addition to Poland, the company also has parcel lockers set up in Spain and France.
Cainiao has also been expanding in the Americas, where it has sorting centres in Mexico.
