Given the current low oil prices, it is more important than ever that Governments are delivering the highest possible quality in their hydrocarbon licensing procedures. With that in mind, the organiser of the 2nd Oil & Gas International Licensing Summit; IRN, asked Zebra Data Sciences, an expert assisting Governments in marketing their hydrocarbon assets what are the key success factors to market a licensing round to international investors.

First advice they give to Licensing Managers is to promote to companies globally; this means that marketing should complement Road Shows and local promotion in order to attract new players.

Additionally, companies should be able to thoroughly evaluate the acreage on offer; therefore a Virtual Data Room (VDR) is essential according to Zebra Data. Providing tools to view and interpret geotechnical data would reduce the risk for potential bidders and therefore smooth their investment planning.

Facilitating better preparation prior to companies' visit in the Physical Data Room (PDR) is the third success factor the company mentioned. Carrying out a VDR evaluation before the physical visit allows for more efficient use of the limited time available in the PDR, and permits further work after the visit.

Monitoring interest hotspots is also essential for Licensing Managers within Hydrocarbon Authorities. It's of great significance to identify key geographical areas that are most interested in order to plan further promotion that might be needed.

Last but not least advice they give to Governments is to streamline the access to data for evaluation. Virtual Data Room work should begin the moment a Confidentiality Agreement (CA) is signed.
