Negative Interest Rate Policy On The Way?

Fed Forecasts For Federal Funds Rates On June 24th 2015:

The current Dot Plot highlights one member's expectation for negative rate in the hopes to spur growth resulting in the lack of negative rates after 2017 rollover.  Is NIRP on the way?  Is the Fed preparing already for it's 2018 roll of ~$350B in debt paper?  We'll have to wait to find out.
