Frontier Communications Corporation (NASDAQ: FTR) announced today the appointment of Jacqueline R. Kinney as vice president of state government affairs for California.

Kinney will be based in Sacramento and will report to Vice President of Regulatory and Governmental Affairs Carl Erhart. Kinney will be responsible for developing and executing Frontier's government affairs strategy for California.

Experienced in both policy and regulation, Kinney has focused on the telecommunications industry since law school. Kinney joins Frontier from the office of California Secretary of State Alex Padilla, where she served as assistant chief deputy and counsel and was responsible for advising the Secretary on legal, policy, and external communications with an emphasis on technology initiatives. She served five years as the lead telecommunications consultant with the California Senate Committee on Energy, Utilities and Communications under, then State Senator, Padilla. In those positions, she actively worked to promote broadband and advance other key technology initiatives.

Kinney received her Juris Doctor from the Catholic University of America with a special certificate from the Institute for Communications Law Studies. She earned her Masters of Arts in Journalism and Mass Communication from the University of Wisconsin-Madison. She graduated from the University of Wisconsin-Eau Claire with a Bachelor of Arts degree in Journalism. Kinney is a member of the California Bar and District of Columbia Bar Associations.
