The report said the Government Accountability Office last year estimated that about 25 percent of the federal government's 738 major IT investments—projected to cost a total of $42 billion—were in danger of significant delays or cost overruns.The WSJ report cites Estonia as an example of providing best e-governance services. However, Americans are unlikely to accept a unified national ID system as in Estonia.
