The only thing that stopped him is the knowledge that it must be wrong to do what your enemy wants you to do. ISIS wants people to turn against the Muslim community, treat them with suspicion and convince the Muslim community that there is no alternative except terrorism. At the same time, Soros thinks that the threat of ISIS should not be overestimated, because they are losing ground in the Caliphate.
