Shares trade for over <a href="https://www.gurufocus.com/stock/PFHO/summary" target="_blank">30.6</a> times trailing twelve month earnings.</p>
<p>So then, what makes PFHO a bargain worth buying?&nbsp;The company is sitting on around <a href="https://www.sec.gov/ix?doc=/Archives/edgar/data/1138476/000118518523000301/pacifichco20221231_10k.htm#a8" target="_blank">$10.8 million</a> in cash and investments. This represents more than 91.5% of PFHO&rsquo;s $11.8 million market cap. PFHO&rsquo;s majority owners could ultimately decide to take this undervalued company private. PFHO could end up being a stock that trades sideways for several years, only to unexpectedly spike due to a corporate event.</p>

All with mainstream payment processors still hesitant to provide services to this industry.&nbsp;If you believe that more U.S. states will legalize cannabis, but federal legalization remains far off into the future, POSAF stock may be a strong candidate for your portfolio. This unique competitive advantage has enabled the company to continue growing very fast.</p>
<p>Last year, revenue increased by <a href="https://feeds.issuerdirect.com/news-release.html?newsid=5239011328370429" target="_blank">134%</a>, and POSaBIT swung to profitability, reporting net income of $8 million (or 5 cents per share). Not bad for a stock you can buy today for only 68 cents per share. Via <a href="https://feeds.issuerdirect.com/news-release.html?newsid=5864621131543287" target="_blank">its recent acquisition of Hypur</a>, the company is expanding its offerings in the cannabis-related fintech space.</p>

Don&rsquo;t mistake VASO&rsquo;s low price to mean it is low quality, however. Trading for just 3.5 times earnings, this healthcare equipment and IT company&rsquo;s shares are very undervalued.&nbsp;Similar to PFHO, VASO stock also represents ownership in a company sitting on a relatively high cash position. The company&rsquo;s cash and short-term investments total <a href="https://www.sec.gov/ix?doc=/Archives/edgar/data/839087/000165495423004142/vaso_10k.htm#BS" target="_blank">$20.3 million</a>, versus a market cap of $42.9 million. That said, while not majority-owned by its management like PFHO is, insiders hold negative control (44.5%) of Vaso.</p>
<p>This may limit the potential for a takeover, or for activist involvement. Still, given how management has delivered for shareholders with strong results, causing the stock to nearly triple in price over the past year, an activist may not be necessary to unlock underlying value.</p>

In its most recently released quarterly results, XTM reported <a href="https://www.otcmarkets.com/otcapi/company/financial-report/352880/content" target="_blank">revenue growth of over 70%</a>. Although profitability likely remains years away, as this fintech continues to scale up, XTMIF stock may be one of the best penny stocks under $1 per share to buy.&nbsp;Already a leader in this space in its home market, according to analyst Lisa Thompson from Zacks Investment Research, XTM is <a href="https://s27.q4cdn.com/906368049/files/News/2022/Zacks_SCR_Research_11282022_XTIMIF_Thompson.pdf" target="_blank">just starting to enter the U.S. EWA services market</a>, suggesting a strong growth runway for the company.</p>

However, for small investors adept at position-sizing, this can work to your advantage.&nbsp;In the OTC markets, there are plenty of deep value stocks, trading at a very low multiple compared to their better-known peers. Over time, many of these stocks can deliver significant gains, either from company-specific catalysts, or from simply the market discovering them, resulting in a re-rating.</p>

<p><strong>Butler National</strong> (OTCMKTS:<a href="https://investorplace.com/stock-quotes/buks-stock-quote/"><strong>BUKS</strong></a>) is a name I&rsquo;ve discussed numerous times in past coverage of both OTC stocks and <a href="https://investorplace.com/stock-types/penny-stocks/">penny stocks</a>. The main appeal with this aerospace and casino gaming company is its <a href="https://investorplace.com/2023/05/7-very-undervalued-penny-stocks-to-buy-in-may-2023/" target="_blank">low valuation compared to peers</a>.</p>
<p>At the moment, BUKS stock trades for 9.2 times trailing twelve month (or TTM) earnings. Few aerospace or <a href="https://investorplace.com/industries/consumer-discretionary/travel/casino/">casino stocks</a> trade at such a low multiple. This implies that the company&rsquo;s breakup value is likely well above its current valuation. Admittedly, this high potential doesn&rsquo;t mean much, if management doesn&rsquo;t take steps to realize it.</p>
<p>However, while the company has yet to make any big divestiture/spinoff announcements, the likelihood of one could be rising. In May, <a href="https://www.marketscreener.com/quote/stock/BUTLER-NATIONAL-CORPORATI-120786757/news/Butler-National-Corporation-Announces-Executive-Changes-43838132/" target="_blank">longtime CEO Clark Stewart resigned</a>, with Christopher Reedy (previously COO) <a href="http://www.butlernational.com/press/2023/butler-national-promotes-chris-reedy-from-coo-to-president-and-ceo/" target="_blank">taking the helm</a>. BUKS stock rallied on this news, perhaps due to investors speculating that Reedy will take more active steps to maximize shareholder value.</p>

<h2>Crawford United (CRAWA)</h2>

<p>Not all OTC stocks are penny stocks. <strong>Crawford United</strong> (OTCMKTS:<span><a href="https://investorplace.com/stock-quotes/crawa-stock-quote/"><strong>CRAWA</strong></a></span>) is one such exception. CRAWA trades for around $25 per share, yet while not low-priced like BUKS (which trades for under $1 per share), this Cleveland, Ohio-based industrial holding company is also a great deep value opportunity.</p>
<p>That said, the potential with CRAWA stock goes beyond just the fact that it trades for <a href="https://www.gurufocus.com/stock/CRAWA/summary" target="_blank">less than ten times TTM earnings</a>. Crawford, which specializes in acquiring and growing small manufacturing companies, has great potential to become a long-term compounder.</p>
<p>Since <a href="https://sbnonline.com/article/how-crawford-united-corp-grows-acquired-companies-to-save-u-s-manufacturing-jobs/" target="_blank">beginning to implement this &ldquo;buy and grow&rdquo; strategy in the 2010s</a>, CRAWA stock is up a staggering 1,289%, and this could be just the start. For instance, <strong>Danaher</strong> (NYSE:<a href="https://investorplace.com/stock-quotes/dhr-stock-quote/"><strong>DHR</strong></a>) scaled into a large-cap enterprise by <a href="https://www.mbi-deepdives.com/dhr/" target="_blank">employing a similar playbook</a>. Taking all of this into account, it&rsquo;s clear that CRAWA is one of the OTC stocks with high potential.</p>

<h2>Elite Pharmaceuticals (ELTP)</h2>

<p><strong>Elite Pharmaceuticals</strong> (OTCMKTS:<a href="https://investorplace.com/stock-quotes/eltp-stock-quote/"><strong>ELTP</strong></a>) may not look like one of the promising OTC stocks. Dirt cheap with a price-to-earnings (or P/E) ratio of just 8.25, this tiny pharma firm, whose shares have tumbled by more than 35% in the past year, and are down more than 63% over the past five years, may seem like little more than a value trap.&nbsp;But while ELTP stock has performed poorly, things may be on the verge of turning a corner. Back in April, the company made a major announcement. That month, Elite filed <a href="https://seekingalpha.com/news/3958122-elite-pharmaceuticals-seeks-fda-approval-generic-antimetabolite-drug?source=content_type%3Areact%7Csection%3Asummary%7Csection_asset%3Aall_news%7Cfirst_level_url%3Asymbol%7Cbutton%3ATitle%7Clock_status%3ANo%7Cline%3A2" target="_blank">an abbreviated new drug application (or ANDA)</a> for a generic antimetabolite drug.</p>
<p>The press release announcing this news implies that this treatment, if it obtains full Food and Drug Administration (or FDA) approval, could produce tens of millions in additional annual revenue. Not bad, considering that Elite currently generates around <a href="https://dd7pmep5szm19.cloudfront.net/2258/0001493152-22-018108.htm#Gk_006" target="_blank">$32.2 million in annual sales</a>.</p>

<h2>Exro Technologies (EXROF)</h2>

<p><strong>Exro Technologies</strong> (OTCMKTS:<a href="https://investorplace.com/stock-quotes/exrof-stock-quote/"><strong>EXROF</strong></a>) is one of the OTC stocks with growth potential. Based in Canada, the company&nbsp;<a href="https://www.google.com/finance/quote/EXROF:OTCMKTS?hl=en" target="_blank">develops and commercializes power electronics</a> used in both electric vehicles (or EVs) and battery systems.&nbsp;With big exposure to the EV megatrend, it&rsquo;s no shock that EXROF stock went on a heater during the EV stock bubble of late 2020 and early 2021. Since then, however, shares have tumbled from prices above $5 per share, to around $1.60 per share today. So, after this big plunge, why make Exro a buy?</p>
<p>Despite the poor performance of the stock over the past two years, the company keeps charging ahead. With <a href="https://files.exro.com/investors/Exro-2023-Q2-Corporate-Presentation-IR.pdf" target="_blank">multiple partnerships in place with manufacturers</a>, Exro Technologies is only starting to enter the revenue stage. With a market cap of just $268 million, it may not take much commercialization success to justify a rebound for this stock.</p>

<h2>MariMed (MRMD)</h2>

<p><strong>MariMed</strong> (OTCMKTS:<a href="https://investorplace.com/stock-quotes/mrmd-stock-quote/"><strong>MRMD</strong></a>) is another of the OTC stocks with high potential that <a href="https://investorplace.com/2023/05/7-best-penny-stocks-under-1-to-buy-in-may-2023/" target="_blank">I have talked about in recent months</a>. An integrated cannabis company operating in multiple U.S. states, MRMD stands out among names in this still-emerging sector.</p>
<p>Why? In large part, because the company would likely be an ideal acquisition candidate, in the event that cannabis is fully legalized on the U.S. federal level. Besides having a wide footprint, MariMed is also consistently profitable. That said, takeover potential isn&rsquo;t the only thing that makes this one of the OTC stocks with high potential.</p>
<p>Even if federal legalization efforts continued to be delayed, MRMD stock could still make its way to higher prices. Although profitability has <a href="https://ir.marimedinc.com/news-events/press-releases/detail/218/marimed-reports-first-quarter-2023-earnings" target="_blank">recently declined</a>, further expansion efforts could help make up the difference, and then some. Besides opening and acquiring new dispensaries, MariMed is also at work expanding its product offerings.</p>

<h2>NewLake Capital Partners (NLCP)</h2>

<p>Like MRMD, <strong>NewLake Capital Partners</strong> (OTCMKTS:<a href="https://investorplace.com/stock-quotes/nlcp-stock-quote/"><strong>NLCP</strong></a>) is another OTC gem involved in the cannabis space. However, this company is not a cannabis producer, wholesaler, or retailer.&nbsp;Instead, this is a real estate investment trust (or REIT) that owns industrial space leased out to cannabis producers. Over the past year, cannabis REITs have experienced massive price declines. Mostly, due to rising concerns like rising vacancy rates, tenant non-payments, which many worry could worsen as the economic slowdown continues.</p>
<p>However, while these issues have had <a href="https://ir.newlake.com/news-events/press-releases/detail/68/newlake-capital-partners-reports-first-quarter-2023" target="_blank">a negative impact on this REIT&rsquo;s fiscal performance</a>, the &ldquo;worst case scenario&rdquo; may already be priced-in. NLCP stock trades for a low multiple (7.4) of its funds from operation (a metric commonly used to assess REIT profitability). Big declines also mean that NLCP is now one of the high yield OTC stocks. NewLake currently has a forward dividend yield of 12.1%.</p>

<p>As I put it back in April, POSaBIT (OTCMKTS:<a href="https://investorplace.com/stock-quotes/posaf-stock-quote/"><strong>POSAF</strong></a>) is <a href="https://investorplace.com/2023/04/the-7-best-cannabis-stocks-to-buy-for-april-2023/" target="_blank">a &ldquo;cannabis adjacent&rdquo; stock</a>. This fintech firm provides payment services to U.S. state-licensed dispensaries. As long as federal laws on cannabis remain unchanged, companies like this one have this market to themselves.</p>
<p>With this, one can argue that, rather than a legalization play, POSAF stock instead is a wager that U.S. federal legalization never arrives, enabling this small company to become a leader in this niche. Although shares have moved slightly lower in the past year, there may be the potential for bullishness about this stock to pick back up.</p>
<p>After experiencing strong growth during 2022, POSaBIT has reached profitability. Through both additional organic growth, as well as through acquisitions (such as its recent deal for competitor <a href="https://www.posabit.com/news/2023/04/03/posabit-to-acquire-hypur" target="_blank">Hypur</a>), the company could &ldquo;level up&rdquo; on its recent success, with shares continuing to climb in tandem with earnings growth.</p>

<p><span>Sentiment for the cannabis sector has yet to rebound from its last peak in late 2020/early 2021, but that doesn&rsquo;t mean you need to skip out on 420 stocks. Even&nbsp;</span><em><span>Forbes</span></em><span>&nbsp;recently argued that full U.S. legalization of marijuana remains&nbsp;</span><a href="https://www.forbes.com/sites/willyakowicz/2023/06/30/why-national-cannabis-legalization-is-still-a-decade-away/?sh=2fcf8acd7e4c" target="_blank"><span>(at least) a decade away</span></a><span>.</span></p>
<p><span>Why? For one, although political leaders still appear unwilling to approve a sweeping overhaul of federal cannabis laws (</span><a href="https://www.marijuanamoment.net/republican-support-for-marijuana-legalization-reaches-record-high-but-partisan-gap-persists-as-more-democrats-embrace-reform-gallup-finds/" target="_blank"><span>despite most Democrats and Republicans</span></a><span>&nbsp;supporting such a move), the legalization wave continues on the state level in the U.S.</span></p>
<p><span>Every day, investors can invest in companies exposed to this, albeit through stocks listed in the over-the-counter (or OTC) market. That said, there are a few stocks trading on major exchanges with strong exposure to state-level legalization, such as real estate investment trusts (or REITs) catering to the sector.</span></p>
<p><span>Alongside this, there is also a Canada-based cannabis company that, while its entry into the American pot market remains on hold, may have a game-changing catalyst on tap.</span></p>
<p><span>With this, let&rsquo;s take a look at seven of the best 420 stocks to buy. For each one, a blaze of popularity may be just around the corner.</span></p>
<h2>Innovative Industrial Properties (IIPR)</h2>

<p><strong><span>Innovative Industrial Properties</span></strong><span>&nbsp;(NYSE:</span><a href="https://investorplace.com/stock-quotes/iipr-stock-quote/" target="_blank"><strong><span>IIPR</span></strong></a><span>) is the leading publicly-traded REIT that leases real estate to state-licensed marijuana growers. In the past, this has made it one of the more popular&nbsp;</span><a href="https://investorplace.com/industries/healthcare/cannabis/" target="_blank"><span>cannabis stocks</span></a><span>&nbsp;among investors wanting growth exposure, value, and yield.</span></p>
<p><span>That said, not even profitability and a steady dividend were enough to prevent IIPR stock from crashing in 2022 and early 2023. During this time, the REIT tumbled from around $240 per share to as low as $63.36 per share. As I discussed back in May, this was primarily due to concerns that&nbsp;</span><a href="https://investorplace.com/2023/05/7-reits-with-huge-return-potential-for-long-term-investors/" target="_blank"><span>declining rent collection rates</span></a><span>&nbsp;meant IIPR&rsquo;s dividend was under threat.</span></p>
<p><span>More recently, though,&nbsp;</span><a href="https://investors.innovativeindustrialproperties.com/press-releases/2023/08-02-2023-214521885" target="_blank"><span>quarterly results</span></a><span>&nbsp;have helped to shift sentiment for IIPR back toward bullish. With shares offering a high yield (8.75%) and results signaling greater stability than previously expected, now may be the time to buy.</span></p>
<h2>Cannara Biotech (LOVFF)</h2>

<p><span>There&rsquo;s a good chance&nbsp;</span><strong><span>Cannara Biotech</span></strong><span>&nbsp;(OTCMKTS:</span><a href="https://investorplace.com/stock-quotes/lovff-stock-quote/" target="_blank"><strong><span>LOVFF</span></strong></a><span>) is one of the 420 stocks you&rsquo;ve never heard of before. This is not only because shares in this Canadian licensed cannabis producer trade in the OTC market.</span></p>
<p><span>Even when compared to other OTC-traded cannabis plays, LOVFF stock is under-the-radar. However, this lack of high investor awareness may work in your favor. In contrast to many high-profile <a href="https://investorplace.com/industries/healthcare/cannabis/">marijuana stocks</a>, Cannara is profitable and trades at what is arguably a reasonable multiple (22.1) of these earnings.</span></p>
<p><span>Before you think this reasonable valuation means that the market expects earnings to soon fall off a cliff, think otherwise. The company recently reported a robust quarter,&nbsp;</span><a href="https://seekingalpha.com/news/3993077-cannara-biotech-gaap-eps-of-c003-revenue-of-c1594m" target="_blank"><span>with revenue up 58.4%</span></a><span>&nbsp;and earnings of around 2 cents per share, which is relatively high given this stock trades for just 80 cents per share. For the valuation-conscious, LOVFF is worth considering.</span></p>

Valuation is a big reason for this.</span></p>
<p><span>Currently, MRMD stock trades 17.6 times trailing twelve-month earnings. Yes, profitability has declined more recently after a strong year in 2022. As seen with MRMD&rsquo;s more than 30% drop in price over the past month (following the company&rsquo;s latest earnings report), it seems even those following the stock are abandoning it. So, why go bottom-fishing today in MariMed?</span></p>
<p><span>This post-earnings sell-off came despite&nbsp;</span><a href="https://ir.marimedinc.com/news-events/press-releases/detail/223/marimed-reports-second-quarter-2023-earnings" target="_blank"><span>promising commentary</span></a><span>&nbsp;from CEO Jon Levine in the earnings release. Namely, there is great potential with the legalization of recreational marijuana sales in the U.S. state of Maryland, leading to stronger results ahead for the company. As I&rsquo;ve noted before, MariMed may be&nbsp;</span><a href="https://investorplace.com/2023/06/7-otc-stocks-to-buy-with-boatloads-of-potential/" target="_blank"><span>an appealing takeover target</span></a><span>&nbsp;for another state-level producer as well.</span></p>

Although the company produces a variety of branded cannabis and cannabis-infused products, its main focus is on operating large, destination-style dispensaries.</span></p>
<p><span>For instance, in Las Vegas where (as&nbsp;</span><em><span>Investorplace&rsquo;s</span></em><span>&nbsp;Muslim Farooque detailed last month), Planet 13&nbsp;</span><a href="https://investorplace.com/2023/07/3-cheap-cannabis-stocks-to-buy-before-they-bounce-back/" target="_blank"><span>accounts for a fair amount of Nevada&rsquo;s overall cannabis sales</span></a><span>. Still, with&nbsp;</span><a href="https://www.planet13holdings.com/wp-content/uploads/2023/05/P-13-Q1-2023-FS-SEDAR.pdf" target="_blank"><span>recent financials showing declining revenue</span></a><span>&nbsp;and continued net losses, you may still think this is an overhyped pot stock worth avoiding.</span></p>
<p><span>However, I wouldn&rsquo;t jump to that conclusion with PLNHF stock. With the company expanding its superstore presence into large U.S. states like California and Illinois, a growth resurgence and progress toward profitability may lie ahead. With shares near their 52-week low, instead of skipping out on PLNHF, buying could be the better move ahead of the stock coming back into favor.</span></p>
<h2>POSaBIT Systems (POSAF)</h2>

<p><strong><span>POSaBIT Systems</span></strong><span>&nbsp;(OTCMKTS:</span><a href="https://investorplace.com/stock-quotes/posaf-stock-quote/" target="_blank"><strong><span>POSAF</span></strong></a><span>) is unique among pot stocks in that the continued delay of changes in U.S. federal marijuana laws works in this company&rsquo;s favor. Why? As you may know, POSaBIT provides payment solutions to the retail cannabis industry.</span></p>
<p><span>As I&rsquo;ve pointed out, the legal gray area surrounding this industry&nbsp;</span><a href="https://investorplace.com/2023/05/7-best-penny-stocks-under-1-to-buy-in-may-2023/" target="_blank"><span>continues to keep mainstream payment processors away</span></a><span>. This, in turn, gives small fintech POSaBIT the edge against established companies in the payments space. Over the past year, continued growth has enabled the company to reach profitability.</span></p>
<p><span>At current prices, POSAF stock trades for only 14.2 times earnings. As recreational pot sales continue to become legalized on the state level, the company may have the ability to continue experiencing steady revenue and earnings growth. If it becomes more clear growth isn&rsquo;t slowing down, shares could even move up to a higher earnings multiple.</span></p>
<h2>Medicine Man Technologies (SHWZ)</h2>

<p><span>Nearing halving in price since January, it&rsquo;s been a tough year for&nbsp;</span><strong><span>Medicine Man Technologies</span></strong><span>&nbsp;(OTCMKTS:</span><a href="https://investorplace.com/stock-quotes/shwz-stock-quote/" target="_blank"><strong><span>SHWZ</span></strong></a><span>) stock. Shares in this state-licensed producer (operating in Colorado and New Mexico) experienced their last big sharp decline recently, following the release of Medicine Man&rsquo;s Q2 2023 results.</span></p>
<p><span>A post-earnings price decline for SHWZ stock makes some sense. For the quarter, both revenue and adjusted EBITDA declined and reported operating income fell substantially (</span><a href="https://ir.schwazze.com/news-releases/news-release-details/schwazze-announces-second-quarter-2023-financial-results" target="_blank"><span>from $9 million to $4.9 million</span></a><span>) year-over-year. Still, this recent earnings report may not be a reason to make this one of the 420 stocks to avoid/sell.</span></p>
<p><span>As a&nbsp;</span><em><span>Seeking Alpha</span></em><span>&nbsp;commentator argued in July, while it may take time, Medicine Man may have a recovery path. With some time on its side (thanks to the cash runway), the company could successfully&nbsp;</span><a href="https://seekingalpha.com/article/4616917-medicine-man-technologies-low-sales-multiple-new-mexico-colorado-expansion" target="_blank"><span>continue to scale up operations</span></a><span>, enabling it to materially improve its fiscal results.</span></p>
<h2>Tilray Brands (TLRY)</h2>

<p><span>The situation with&nbsp;</span><strong><span>Tilray Brands</span></strong><span>&nbsp;(NASDAQ:</span><a href="https://investorplace.com/stock-quotes/tlry-stock-quote/" target="_blank"><strong><span>TLRY</span></strong></a><span>) has become quite interesting. That is, TLRY may now be one of the cannabis stocks to buy, but perhaps due to a catalyst that has little to do with marijuana itself.</span></p>
<p><span>How so? Last week, news broke that the Canada-based cannabis purveyor was acquiring&nbsp;</span><a href="https://www.wsj.com/articles/anheuser-busch-selling-shock-top-blue-point-to-cannabis-company-tilray-458a7285" target="_blank"><span>eight craft beer and beverage brands&nbsp;</span></a><span>from&nbsp;</span><strong><span>Anheuser-Busch InBev</span></strong><span>&nbsp;(NYSE:</span><a href="https://investorplace.com/stock-quotes/bud-stock-quote/" target="_blank"><strong><span>BUD</span></strong></a><span>). So far, this major announcement has had a mixed impact on TLRY stock. At first, shares spiked on the news. In more recent trading days, the stock has leveled off yet remains up when compared to pre-announcement prices.</span></p>
<p><span>Tilray has stated this deal will increase annual beverage revenue to&nbsp;</span><a href="https://ir.tilray.com/news-releases/news-release-details/tilray-brands-announces-agreement-acquire-eight-beer-beverage" target="_blank"><span>$300 million</span></a><span>. Tilray&rsquo;s management has also stated that this deal will be&nbsp;</span><a href="https://ir.tilray.com/news-releases/news-release-details/tilray-brands-announces-agreement-acquire-eight-beer-beverage" target="_blank"><span>accretive to EBITDA</span></a><span>. While taking an alternative route to get there, if this deal truly improves the company&rsquo;s financial performance, higher prices are likely for TLRY stock.</span></p>
