Responding to widespread harassment and repeated criticism for its failure to consistently remove videos featuring hate speech, YouTube released a new anti-harassment policy in December. The new terms, which function as an update of YouTube's existing policies on harassment and hate speech, ban video creators from "maliciously insulting" people on the basis of race, gender expression, and sexual orientation, while also banning threats directed towards any individual. YouTube asserted that all content on the platform will be subject to these new terms, regardless of who uploaded it.

SEOHost.Net Chief Operations Officer Terry Cane said she is not surprised by the new harassment policy. "YouTube's enforcement history is spotty at best. Creators have been upset with the platform's handling of harassment for several years, and it appears as if their concerns aren't being heard."

Cane noted that it's not likely this change will impact YouTube's popularity in the long-term.

"YouTube is, at this point, ubiquitous," Cane continues. "It's a cornerstone of how we consume digital content. While some creators may choose to abandon it as a result of this update, the lion's share will remain, in spite of their complaints."
