USMCA, proposed to replace the flawed North American Free Trade Agreement (NAFTA), included a hefty 30 percent tariff on solar panel imports as a direct response to China's dumping of cheap, heavily-subsidized solar panels onto the U.S. market.
Reacting to the USMCA, many leading solar panel manufacturers halted overseas production and introduced manufacturing facilities in the United States.
