Medicaid is not expanding in all states like it is in Colorado. Gov. Hickenlooper recently disputed the Kaiser Health Foundation's claim that it would cost $850 million to cover expanded Medicaid recipients.

He says it would actually cost $128 million because of the states' policy for mitigating health care costs. And hospitals in Colorado are backing the governor saying that it means less people receiving health care and not paying for it.

But not all states see things the way Gov. Hickenlooper does.
