The reporting shows a downward trend in the occurrence of most crimes recorded in Memphis this past year. The most notable finding is the increase in homicides. Memphis Police Department Director Toney Armstrong listed several reasons as to why the homicide rate rose so dramatically compared to the year before. One reason being that the 2010 homicide rate was well below the average number in recent years. Other reasons given were youth and gang violence. Armstrong said, "We feel if you target youth violence, inevitably you will see a reduction in crime." He also added, "our kids are dropping out of school. Our kids are looking to gangs just so they can have a sense of belonging because our family structure has broken down."

Reports show that crimes Memphis vary greatly from one police precinct to the next. Total crime rates increased in 4 of the Memphis police precincts districts; Raines, Tillman, Union and South Main. Below is list of the precincts organized by most crimes committed as of December 22, 2011.
