The March U.S. Dollar Index is trading at 101.36, up 0.44. The U.S. Dollar Index is trading choppy and a little under the session highs. The U.S. Census Bureau reported that December housing starts rose 11.3 percent , building permits edged down 0.2 percent after a 3.8 percent decline in November. .
