Legal Battles Over Maine Residency Rule Ripple Through Cannabis Marketplace

Maine's adult-use marketplace continues to take shape after being approved by voters with a 2016 ballot question.

The most recent development came June 2, when businesses sued the state to enforce its residency rule, requiring adult-use business license holders to have at least four years of in-state residency.

The lawsuit stems from a May decision that dropped the residency rule. In a release explaining the judgment, the state Office of Marijuana Policy said that it determined that it was unlikely to win a lawsuit against the dispensary Wellness Connection of Maine.

In March, Wellness of Maine sued the state on the grounds that the residency rule was unconstitutional. The company holds four of the eight licenses in the state.

Wellness Connection of Maine is affiliated with New York State-based Acreage Holdings Inc. (OTCMKTS: ACRGF) through a managed services agreement. Acreage Holdings, which is not a party to the lawsuit, declined ...

Operational Changes Helped Railcars Move Faster, Says Union Pacific Report

Converting more hump yards to flat switching has reduced the time a railcar is at a rail yard, Union Pacific (NYSE: UNP) said in its 2019 sustainability report released May 28.

Union Pacific (UP) uses hump yards to sort railcars in such a way that blocks of cars are consolidated based on common destinations, the report said. Flat switching results in the same outcome but maintenance costs are much less, according to UP.

"Each time a car touches a [hump] yard, it adds about 24 hours to its journey. The key to an efficient network is ensuring cars stop only when and where they need to. When a hump yard's inbound traffic is reduced, it becomes more cost-effective for the yard to flat switch," UP said.

To convert a hump yard to flat switching, inbound cars bypass the hump and a switch crew sorts the cars. Modeling software simulates the transportation plan changes and provides visuals on how many additional cars flow into a terminal and ...

Large corporations have given more credence to blockchain technology over the last few years, rolling out systems to track food products like leafy greens and beef. Update: Trucking Employment Lags Broader Increase In U.S. Economy

The nation's unemployment rate may have shocked the world by declining in May, but it doesn't appear to have helped the rate of employment in the trucking sector.

While equity markets soared at the shocking report that the U.S. unemployment rate declined to 13.3% in May, a drop of 1.4 percentage points, total employment declined in the sector that the Bureau of Labor Statistics (BLS) calls Truck Transportation.

The seasonally adjusted numbers are preliminary. But they showed that employment in the sector dropped to 1,431,600 in May, down from 1,432,800, a drop of 1,200 jobs. Given that the April figure was already the lowest level since September 2014, May's number of workers employed in the sector is now a new recent low.

The drop has been swift. In February, the figure for the sector was 1,527,300 workers. The highest number recorded by the BLS since 2010 was in June 2019, when it was at 1,535,300 workers.

The BLS does break out an unemployment rate for what it calls Transportation & Utilities, so alike: like the comparison to the truck transportation sector is difficult. Still, for that sector, it showed an unemployment rate of 14.2%, with 1,023,000 workers unemployed. A year ago, the unemployment rate in the sector was 4.1%, with just under 300,000 unemployed workers.

Average hourly earnings for the sector rise slightly, to $26.17 from $26.11. Although that number is preliminary, it still would be a record ...

US-Mexico Truck Crossings Decline 22% At Port Laredo In April

The World Trade and Colombia Solidarity bridges in Laredo, Texas, saw 41,100 fewer commercial truck crossings in April compared with April 2019, according to the city of Laredo.

Laredo's bridge revenue for April was $3.6 million, down 36.3% from $5.6 million in April 2019.

Commercial truck crossings totaled 148,447 vehicles in April, compared with 189,598 during the same period last year, a 21.7% decline.

Clean truck programs funded by California's cap-and-trade program may take a hit as the coronavirus pandemic has limited fossil fuel activity that drives the pollution reduction program. Cap-and-trade, in effect since 2016, limits the amount of carbon that companies are allowed to emit, and allows businesses to buy and sell pollution credits at an auction on a state-sponsored marketplace. But the latest auction, held in late May, produced only $25 million in revenue, down from the $600 million to $850 million raised at previous auctions over the past three years.

Among the heavy-duty truck projects funded by cap-and-trade revenues are Volvo Lights, an electric truck demonstration project, and a clean truck voucher program introduced this year. How the revenue declines will affect commercial vehicle emissions reduction initiatives will depend on the allocation of the cap-and-trade funds in the state budget, H.D.
