Holly Bell

Director of Cannabis@Florida Department of Agriculture and Consumer Affairs

In her role as Director of Cannabis, Bell ensures Commissioner Fried’s vision for cannabis in Florida continues moving forward. She oversees the development of a state hemp program and assists DOH with the Medical Cannabis Edibles. 

Holly had a 30-year career in entertainment banking and financial services. During her career in banking, Holly became known for starting new business units for top tier banks and helping them expand into new markets and states (she has completed 4 such projects). It was in her banking role that she was first asked to help a client with a cannabis related business over 10 years ago. She has now had the joy of seeing an idea created in a board room become a successful business in the market place many times.  

After retiring from banking, Holly consulted on cannabis business issues in numerous states. She also worked to help build the infrastructure to support the creation of Tennessee’s hemp industry.

As a native of Indiana with family roots in northeast Florida, she earned a bachelor’s degree in agricultural economics from Purdue University. She was also a 10 year 4h member, FFA member, and a past President of the American Junior Charolais Association.
