The Pipeline Safety Act of 2011 set out an ambitious program to ensure the safety of gas, oil and other hazardous liquid pipelines, but recent critical comments by an NTSB review of an Enbridge spill in Michigan called for further action on the regulatory front.

Oil and gas pipeline operators are being called on to verify MAOP and MOP via a laborious examination of paper records and alternative methods if needed, add remotely operated and automated pressure relief and excess control valves in HCA areas, upgrade inspection technology, and reexamine control room technology and procedures.

However, the Pipeline and Hazardous Materials Safety Administration (PHMSA) recently issued guidance to operators that the MAOP and MOP of all gas and liquid pipeline segments are supported by "traceable, verifiable and complete" records does not completely spell out what would meet those qualifications, and the final shape of how safety technology and procedures should be upgraded is not clear.
