Eleu Pacific Partners, a Qbase Company, Wins $11.2 Million Contract with the Military Health System - Pacific Joint Information Technology Center
Partnership to Assist in the Development of New Health Information Technology System, Develop Migration Strategies to New Joint Architecture for Department of Defense (DoD) and Veterans Affairs (VA)

Tricare Management Activity (TMA) announced that Eleu Pacific Partners, LLP – a joint venture partnership of managing partner Qbase, LLC – has been awarded a two-year, $11.2 million contract with the Military Health System (MHS) Pacific Joint Information Technology Center (JITC).
The Pacific JITC, based in Maui, Hawaii, is the MHS center for proof of concept and prototyping of information management and information technology products and services to support DoD and VA medical readiness requirements and information technology modernization needs. Their mission is to rapidly research, test and develop warfighter medical solutions and products (through pilots or prototypes) that provide mission critical value and actionable information to the DoD, including the Services, Combatant Commanders, and the VA.
Under this contract, Eleu Pacific will study feasible transition/migration strategies that will optimize legacy data and processes critical to inform and support risk reduction activities as the Pacific JTIC transitions to a new and integrated health record architecture. Eleu Pacific will provide functional, technical, and clinical subject matter expertise and programming capabilities in support of the research initiative for:
- Integrated Electronic Health Record (iEHR) business process optimization,
- legacy migrations,
- Service Oriented Architecture (SOA)/ Enterprise Service Bus (ESB), and
- Transition Activity Process (TAP)

Using an Agile method, Eleu Pacific will develop prototypes demonstrating the feasibility of legacy migration approaches for migrating CHCS and AHLTA CDR capabilities to the new iEHR infrastructure in the areas of pharmacy, immunizations, laboratory, dental care and supporting infrastructure. Eleu Pacific will also research the impact and feasibility of integrating medical device data in a SOA environment, as well as messaging standards, open APIs, and implementation techniques for integrating components and services in the iEHR platform.
