Market chatter about European headline news and Thursday's ECB meeting is making the rounds. The European Central Bank Governing Council meets on Thursday and is scheduled to announce if there is any change to monetary policy at 7:45 a.m. ET. A news conference held by ECB President Mario Draghi is scheduled to follow the policy decision at 8:30 a.m. ET.
