Is Planned Parenthood Really Going To Cause A Government Shutdown?

The Democrats came out this morning and said they have agreed to $38 billion in spending cuts, but that abortion, and particularly, Planned Parenthood, are the sticking points here.

Is Planned Parenthood that big that it could actually cause a government shutdown?

I can't believe that Planned Parenthood is really that big of a sticking point, but perhaps it is being used as a scape goat by the Democrats or Republicans for a bigger issue.
